Singapore CHANGI AIRPORT - OBSERVATIONS AND REQUIREMENTS FOR MOVEMENT OF SEAMAN, CREW, SEAFARERS, CREW CHANGE

The following points were observed during the transfer of crew at Changi Airport:

Insufficient number of meet & greet (M&G) agents handling large groups of crew

1. There have been instances of M&G agents not being able to account for large groups of more than 10 crew and had to seek ICA’s assistance to locate the missing crew. It is challenging for the M&G agent to account for a large group as he/she would be leading in front and the crew would be moving in single file. As such, shipping agents should arrange a minimum of 2 M&G agents for any groups with more than 10 sign-on crew.

Illegal parking at reserved lots meant for emergency vehicles at Terminal 1 (T1), Changi Airport

2. There were several reports of vehicles used for the transfer of crew being illegally parked at the reserved lots of T1 meant for emergency vehicles. Furthermore, the reserved lots are located directly in front of the terminal’s entrance and the gathering of large crowds waiting to load their luggage have resulted in congestion of the entrance. As such, shipping agents shall ensure that vehicles meant for transferring of crew are not parked at the reserved lots of T1. Shipping agents shall also ensure that the vehicles are parked in the area on the right hand side of the Coach Stand. For your reference, please refer to the pictures below.

SG Arrival Card (SGAC) and Electronic Health Declaration Card (eHDC)

3. Several reminders have been sent to shipping agents to ensure that all sign-on crew complete the SGAC and eHDC prior arrival to Singapore. However, there are still many reports of sign-on crew that have not completed the documents prior arrival. Shipping agents are reminded to ensure that the sign-on crew complete their SGAC and eHDC prior arrival to prevent congestion and large crowds forming at the arrival hall and to facilitate smooth immigration clearance.

Personal Protection Equipment (PPE) for Person-in-charge (PIC)

4. There have been reports of PIC that were not donned in PPE during the transfer of the crew at the airport. Shipping agents shall ensure that the PIC is donned with a face mask and hand gloves and that safe distancing measures are practised when interacting with the crew. Usage of a face shield is strongly encouraged if the PIC intends to have prolonged face to face interaction with the crew.

Intoxicated Crew

5. There was a case of an inebriated sign-off crew who was removed from the aircraft before the flight left Singapore. As airlines tend to impose stringent safety requirements, shipping agents shall brief the crew and ensure that they comply with these requirement for a smooth departure from Singapore. When in doubt of any safety requirements, please check with the airlines before their flight.

Leaving crew unattended at airport

6. There have been cases of crew being left unattended at the airport. Shipping agents are reminded to ensure that the PIC adheres to our requirement of crew being escorted by the PIC throughout the transfer from airport to vessel/holding facility or vice versa and that there shall be no detours or stopovers.


Rowdy person-in-charge (PIC)

7. There was an incident where a PIC became rowdy while interacting with airport authorities. Such actions have repercussions and may jeopardise the good work of all parties involved in crew change. Shipping agents are reminded that the PIC are representatives of the agency and that they should always seek clarification with the agency for any doubts that may arise during interaction with airport authorities.
