SINGAPORE Crew Change Updated Information For Seafarers [Maritime and Port Authority (MPA) SINGAPORE PORT MARINE CIRCULARS] Crew Replacement Guide and Information


Updates as of 02 March 2022

This is to update the Shipping Community on the revised Port Marine Circular 03/2022. Below are some of the changes extracted with comments for easy references:

 

Crew change criteria

  1. Removal of the criteria for crew change in Singapore.

 

Sign on (See Annex A Below)

  1. Fully vaccinated crew from “Active Vaccinated Travel lane” may sign on without serving SHN and does not required to take VTL flight.
  2. The crew must have a negative result from a COVID-19 test (PCR) taken at a government-approved or ISO 15189-accredited testing facility at his/her originating country not more than 2 days prior departure for Singapore. (E.g. For example, if the PDT is taken on 1 November 2021, it will be valid for departure (for air/sea checkpoints) or arrivals (for land checkpoint) up to 3 November 2021, 2359 hours,
  3. The crew may also produce a negative, professionally administered Antigen Rapid Test (ART) result taken within 2 days prior to departure from Category I/II/III/IV countries/regions
  4. Removing FTT for fully vaccinated crew prior departure for Singapore (ie non vaccinated crew will still need to have FTT within 24 hours prior departure home country)
  5. Vessel should depart port once completion of crew change (to be read in conjunction with PMC 9 of 2015)
  6. Crew who are fully vaccinated and recently recovered (i.e. within 90 days of their last infection) will be exempted from all testing and SHN requirements if they are able to provide appropriate documentary proof. Non-fully vaccinated recently-recovered travellers will be exempted from pre-departure testing requirements, but will still be subjected for SHN.

 

Sign off (See Annex B Below)

  1. The crew must not have gone ashore in the last 7 days before disembarking the ship and no interaction with shore based personnel at previous port in the last 7 days. (i.e. from 14 reduce to 7 days)

 

Designated crew change holding facilities in Singapore

  1. Unvaccinated sign-on crew and sign-off crew may stay at the designated holding facilities in Singapore up to 24 hours and fully vaccinated crew can use the holding facility up to 5 days.

 

Crew change holding facilities

  1. Submission of crew change application can be made at least 3 days in advance, instead of 7 days.

 

Precautionary measures for service providers facilitating crew change

  1. Removal of RRT for land transporter

 

PDT in Singapore (See Annex B Below)

  1. Resumption of PDT in Singapore and PDT to be carried out onboard.
  2. No PCR test required from last port and ALL agent/owner must write in to seek MPA’s approval for clinic to board vessel to conduct PDT for sign off crew only.

 

Crew vaccination application

  1. Application to be submitted at least 3 days prior vessel’s arrival in Singapore.
  2. SeaVax 2 is applicable to all crew when calling port of Singapore.

 

This Circular will be published on 2 March 2022 with immediate effect.

ENHANCEMENTS TO CREW CHANGE FOR CARGO SHIPS IN THE PORT OF SINGAPORE AND APPLICATION FOR VACCINATION


Relative to the new PMC 38, here are some of the important changes:

 

Sign on

  1. Updated ICA’s website (https://safetravel.ica.gov.sg/wphl/SHN-and-swab-summary) for the latest list of countries/regions and their respective SHN period
  2. Fully Vaccinated crew from specific countries/regions under the Vaccinated Travel Lane may sign-on without serving SHN.
  3. Sign on crew shall have MPA’s final no objection email prior to departure from his/her home country.

 

Sign off

  1. The crew must not have gone ashore in the last 14 days before disembarking the ship, must have remained well and not had contact with any known or suspected case of COVID-19 throughout that period.

 

Precautionary measures for service providers facilitating crew change

  1. Land transport driver/Launch boar operators shall don full PPE (N95 mask, gloves, gown, face shield) when transporting crew.
  2. All crew shall be transferred directly from the airport/ferry terminal to the vessel/holding facility/vaccination centre and vice versa without any detour.

 

COVID-19 Pre-Departure Testing in Singapore

  1. The COVID-19 PCR test(s) should be taken not more than 48 hours prior the vessel’s departure from its last port before heading to Singapore.

 

Sign-on Crew Vaccination Application

Under the SEAVAX programme, MPA is able to facilitate the vaccination of sign-on crew in Singapore. Ship owners/managers/agents may apply for the crew’s vaccination at the following link http://go.gov.sg/mpa-icc-seavax at least 7 days prior to the vessel’s arrival in Singapore.

 

Crew change Application

  1. Kindly note from 4 October 2021, a new Crew Change System with a streamlined application process will replace the current online form portal. The user guide for the new Crew Change System can be downloaded at this link.

[For Shipping Community] Spike in non-compliance to crew change in Singapore


In order to ensure Singapore continue to facilitate crew change, we urge the full cooperation of all stakeholders to ensure Singapore’s safe crew change protocol and requirements are strictly complied with at all times.

 
All crew shall be transferred directly from airport/ferry terminal to vessel/hotel facilities without any detour and vice versa. MPA will carry out checks to ensure strict compliance.

 
The designated holding area at Marina South Pier and West Coast Pier is a temporary holding area for agent to complete the sign on immigration procedure and is not to hold the crew waiting for departure flight/ship’s arrival.

 
For sign off, the transport shall be ready and waiting so  that the crew can depart MSP/WCP immediately upon clearing immigration.

 
Agents and appointed drivers are responsible for ensuring that the crew remain in the holding area at all times while waiting for the immigration clearance.

 
Please be reminded that the agents/drivers are to be in proper PPE while carrying out crew change activities. The agents/drivers must don N95 mask, isolation gown and disposable gloves. In addition, agents/drivers are to don face shield before receiving the sea crew and should only be permitted to doff just before they drive off. MPA will carry out checks for strict compliance.

[Reminder to Shipping Community] Proper disinfection of the vehicle after each trip with ship crew


In order to ensure Singapore continue to facilitate crew change, we urge the full cooperation of all stakeholders to ensure Singapore’s safe crew change protocol and requirements are strictly complied with at all times.

 

Transfer of crew - All crew shall be transferred directly from airport/ferry terminal to vessel/hotel facilities without any detour and vice versa. MPA will carry out checks to ensure strict compliance.

 

 MSP/WCP temporary Holding Areas

i)                    The designated holding area at Marina South Pier and West Coast Pier is a temporary holding area for agent to complete the sign on immigration procedure and is not to hold the crew waiting for departure flight/ship’s arrival.  

ii)             For sign off, the transport shall be ready and waiting so that the crew can depart MSP/WCP immediately upon clearing immigration.

iii)           Agents and appointed drivers are responsible for ensuring that the crew remain in the holding area at all times while waiting for the immigration clearance.

 

Vehicles disinfection - All land transporter shall disinfect the vehicle after each trip. MPA will carry out checks to ensure strict compliance.

[For Shipping Community] Frontliner to be on 7 day RRT and Day 3/4 ART regime by 1st Aug 2021


Singapore continues to take a calibrated and risk-based approach in determining the precautions and measures to mitigate the risk of widespread COVID-19 transmission.
 
The emergence of new variants of concern and locally transmitted cases have reinforced the importance of frequent testing for front line personnel (ie boarding agent, land transporter, and etc) who interacted closely with ship crew. Therefore all front line personnel interacting with ship crew will also be required to take an Antigen Rapid Test (ART) on the third (3rd) or fourth (4th) day of the 7-day Rostered Routine Testing (RRT) cycle. The mandatory ART complements the RRT by enabling early detection and ring fencing, as the test process is significantly shorter as compared to the PCR test.
 
In addition to 7-day RRT, all frontliner to be on Day 3/4 ART regime as soon as possible and not later than 1st Aug 2021
       
There are two options for mandatory ART:
 
  1. Option A – ART by MOH-approved Test Providers (the list of MOH-Approved Covid-19 Test Providers can be found at this website https://www.moh.gov.sg/licensing-and-regulation/regulations-guidelines-and-circulars/details/list-of-covid-19-swab-providers); or
  2. Option B – Employer-led Supervised Self-Swab (ESSS) ART at workplaces.
 
[Note: At present, individual or unsupervised self-testing with an Over-The-Counter ART kit is not a valid option for mandatory ART.]
 
As part of efforts to support the industry in the implementation of ART, MPA will fully subsidise the cost of ART at designated Fullerton or Raffles Medical Clinics from 5 July 2021 to 31 August 2021, as well as the government will fully subsidise the cost of training and ART kits under the Employer-led Supervised Self-Swab (ESSS) programme from 5 July 2021 to 30 September 2021.
 
Fully Subsidised Option A at Fullerton or Raffles Medical Clinics
 
Option A will be fully subsidised from 5 July to 31 August 2021 and only available at designated Fullerton Health and Raffles Medical Clinics. Eligible workers must book an appointment before going for the ART as the designated clinics will not be able to support unscheduled walk-ins for ART. Please refer to Annex A for details on how to check your eligibility and schedule an ART appointment. From 1 September 2021 onwards, companies and individuals who continue to utilise Fullerton Health and Raffles Medical Clinics should plan and be prepared to bear the full cost of the ART testing services.
 
Individuals who do not wish to be subsidised may continue to have their ART taken at their preferred choice of MOH-approved Test Providers. However, the cost of the ART will be fully borne by the individuals or their employers.
 
Employer-led Supervised Self-Swab (ESSS) at Workplace Programme
 
Option B will be fully subsidised from 5 July to 30 September 2021. The ESSS Programme allows an individual to undertake the ART process themselves in the presence of a trained supervisor from the company. The supervisor must attend a 4-hour ART Training online course conducted via Zoom to be qualified to carry out ART supervision duties in accordance with the MOH guidelines and protocols. Please refer to Annex B for details on the ESSS programme. From 1 October 2021 onwards, companies and individuals who continue to utilise the ESSS programme should plan and be prepared to bear the full cost of the ART test kits and training.

[For Shipping Community] Additional new requirement for crew travelling to China


This is to update on the new requirement for crew travelling to China with effective on and after 27 July 2021 (Tuesday)

 

Below are the extracts of the additional requirement.

 

  1. Unvaccinated people (includes those who only got 1 dose of any vaccine)
  • Negative PCR test to be completed within 48 hours before departure with verifiable QR code
  • Negative IgM serology test to be completed within 48 hours before departure with verifiable QR code

 

  1. Vaccinated people with non-inactivated vaccines like Pfizer/Moderna
  • Negative PCR test to be completed within 48 hours before departure with verifiable QR code
  • Negative N protein serology test to be completed within 48 hours before departure with verifiable QR code
  • For those not vaccinated in China or Singapore, provide verifiable vaccinated certificates as per requirements set out in the official websites of the Chinese Embassy and Consulate General in the place of vaccination
  • For those vaccinated in Singapore, upload vaccine certificate from Health Hub

 

  1. Vaccinated people with inactivated vaccines like Sinovac/Sinopharm
  • Negative PCR test to be completed within 48 hours before departure with verifiable QR code
  • Negative IgM serology test to be completed within 48 hours before departure with verifiable QR code
  • For those vaccinated in China or other countries, upload vaccination certificate with name of person, vaccine brand and place of vaccination

New Arrangements for Sea Crew arriving from Indonesia wef 13 Jul, 0800H


Flights arriving from Indonesia would be processed separately at the T4 Bus Gate with effect, 13 Jul 0800H.

 

Under the new arrangements, sea crew would undergo processing at T4. They would then be transported from T4 to the respective terminal coach stand to be handed over to their ship/transport agents. A dedicated handing/taking over area would be set-up at the coach stand (see image below) for ship/transport agents to receive their sea crew. As per SOP, M&G agents would continue to escort sea crew from T4 to T1 or T3 coach stands (dependent on the original flight arrival terminal) and ensure that the ship/transport agent is present to receive them. With the changes, ship/transport agents would now receive their crew from the dedicated area at the coach stands instead of the arrival hall within the terminal.

All ship/transport agents receiving sea crew from Indonesia from 13 Jul, 0800H – 8 Aug, 2359H to take note of the above arrangements. There will be no change to the arrangements for sea crew arriving from other countries. 


Please see below for the confirmed locations for the sea crew handing and taking over area at T1 and T3 Coach Stands:

 

 

With effect 15 Jul, 2359H, any arriving sea crew with prior approval from Myanmar would also be processed at T4 and transferred to T1/T3 Coach Stands. Please note the new arrangements for sea crew arriving from both Indonesia and Myanmar.

Changes to Sea Crew Handing/Taking Over at T1 Arrival Hall


There has been slight changes to the exit flow for sea crew at Changi Airport. Please refer to the layout below:

In summary, there is no change to the entrance for ship agents; they can continue to enter from the automatic glass doors nearer to the T1 Coach Stand to enter the terminal. The area in purple indicated above is a “staff rest area”, which the agents can wait for the ship crew there before arrival of their flight. However, should the agents cross into the red zone to receive the crew at the holding area, they would have to be in full PPE (i.e. N95, gown and gloves).

 

Ship agents would continue to takeover their crew at the designated holding area (no change to the location), and exit via a new exit. The new exit will be at via the manual glass doors nearer to the Jewel Coach Stand. We have requested CAG to inform the M&G agents to follow the existing SOP and escort the agent and crew to their vehicle. As such, the agents would just have to follow to crew to exit via the new channel.

 

We would also like to highlight that all pick-up of sea crew would have to be done at T1 Coach Stand. CAG has confirmed that during this period, ship/transport agents can park their private vehicles at T1 Coach Stand if necessary. We would inform industry if there are any further changes to this arrangement.

In view of the evolving COVID-19 situation globally, MPA continuously review our policy to ensure safe crew change corridor to safeguard the wellbeing of seafarers undergoing crew change in Singapore as well as Singapores public health.


 

          The enhancements cover the following areas:

 

Requirements for signing-off/on


  1. 14 days Stay-Home-notice in the crew originating country/region
  2. A negative result from a COVID-19 test (polymerase chain reaction (PCR) type) taken at a government-approved or ISO 15189-accredited testing facility at his/her originating country not more than 48 hours prior to departure for Singapore.
  3. A negative ART¹ result not more than 24 hours prior departure home country, if tested positive, crew shall not take further ARTs to obtain a negative result. Instead the crew should take another PCR test to confirm if he/she has been infected with COVID-19. (Note: ART requirement is applicable for sign-on crew departing his/her originating country on and after 26 July 2021)
  4. Allow the use of holding facility up to 24 hours for crew not serving SHN in the CrewSafe facility.
  5. Crew who use the Crewsafe Facility can use the holding facility up to 3 days.

 

Precautionary measures for service providers facilitating crew change in Singapore


  1. Land transport driver and launch boat operator shall be on 7 days RRT and vaccinated at least one shot.
  2. Land transport drivers and launch boat operators shall keep all windows open when ferrying sign on/off crew, as far as practicable. They should maintain safe distancing and shall not handle the crew’s belonging at any time

This is to inform ship agents/owners/ managers on the changes to the booking of holding facilities for crew change in Singapore.

The Crew Facilitation Centre@TPT will stop taking booking from 22 March 2021.

The new holding facilities arrangement for crew change will be as follows:

Designated holding facility for SIGN-ON crew (Start operation from 22 March 2021. Hotel booking start from 17 March 2021)

The transit lounge at Seacare Hotel will no longer be made available for crew change. This is part of our continuous effort to enhance the safe management measures at our designated holding facilities. Agents can approach the holding facilities on room charges for short stay.

With immediate effect, MPA’s No Objection will no longer be required for booking of holding facilities subject to full compliance with the default guidelines as follows:

  • Booking duration should not be more than 72 hours (3 days) or 120 hours (5 days) for crew who are part of CrewSafe Protocol.

  • Booking duration should be within the below timeframes:

  1.  On-Signers: Crew’s Flight Arrival Date to Vessel ETD
  2.  Off-Signers: Vessel ETA to Crew’s Departure Flight Date

  • Number of rooms booked should correspond with the crew change quantities

On-Signers shall only stay at Copthorne King’s Singapore and Off-Signers shall only stay at Seacare Hotel and Hotel RE!.

Amendments to bookings are also permitted without MPA’s No Objection for the following reasons:

    Vessel ETA delay
    Crew flight delay / cancellation

MPA’s case-by-case approval shall be sought for scenarios that deviate from the default guidelines above.

Agents are to take note of the above changes when making bookings.

Please refer to the table below on validity period of crew change applications, which will apply with immediate effect. Local ship agents are urged to work with ship owners/companies and manning agencies to provide timely updates to MPA with regards to the existing crew change applications in order to prevent crew change applications from lapsing.

Local ship agents are urged to work with ship owners/companies and manning agencies to organise, plan and ensure that all requests are submitted within the allocated timings as shown and to inform MPA in advance with valid reason(s) should there be requests during the on-demand hours.

COMPULSORY ROUTINE ROSTERED TESTING (RRT) FOR LAND TRANSPORT DRIVERS ENGAGED FOR CREW CHANGE IN SINGAPORE
 
This is to inform all agents that all land transport drivers engaged by shipping agents for crew change in Singapore are mandated to enrol in RRT and to be swabbed and tested for COVID-19 every seven (7) days with effect from 15 Feb 2021.
 
Land transport drivers are frontline workers in direct contact with foreign ship crew or travellers. Therefore, they are required to undergo Rostered Routine Testing (RRT) i.e. COVID-19 test every 7/14 days to reduce the risk of COVID-19 infections as more economic and social activities are allowed to resume. The RRT will allow for early intervention to protect the maritime frontline workers as well as their families.

The Health Promotion Board (HPB) Swab Registration System (SRS) will facilitate the booking of COVID-19 test appointments for your employees. SRS will allow the company representative (limited to one account per company) to book test appointments for eligible employees at the available dates and testing centres.

You would need to register for a login account to access SRS by nominating a company representative to fill in the SRS account registration form at this LINK or https://go.gov.sg/7kcjrn. If your submission is accurate and complete, you will receive an email to login and book new or regular swab appointments on SRS.

REMINDER TO SUBMIT SELF-DECLARATION FORMS FOR OFF-SIGNING CREW TRAVELLING TO SELECT DESTINATIONS 

We would like to draw your attention towards the requirement for off-signing crew to complete their self-declaration forms before they arrival at the airport.

It has been noted that a large number of the off-signing crew were unaware of the need to fill out the mandatory pre-departure self-declaration prior to checking in for their flights. This has resulted in delays during the check-in process, and overcrowding situations due to the crew members requiring assistance from the airline staff in filling out the form at the check-in counters.

We would like to seek your cooperation in ensuring that the self-declaration is filled up before the crew arrives at the airport.

Singapore continues to take a calibrated and risk-based approach in determining the precautions and measures for the COVID-19 pandemic. REMINDER TO SHIPPING AGENTS TO ENSURE THAT SEA CREW PRESENT APPROVAL LETTER AT IMMIGRATION CLEARANCE

MPA would like to draw your attention to the increased occurrence of sea crew who were denied immigration clearance because they were not in possession of the appropriate approval documents from MPA to disembark from vessel.

Sea crew can disembark from vessel for the following reasons:

Direct sign-off from vessel to either holding facilities (Seacare Hotel or Floatels @ Tanjong Pagar Terminal) or airport for repatriation.

Direct sign-off from vessel to MSP for COVID-19 PCR test, if required for repatriation

[For crew that require COVID-19 Serology IgM test] Disembark from vessel to MSP for both COVID-19 PCR and Serology IgM tests and return to vessel.

The followings approval documents from MPA to be presented to the Immigration Officer, as applicable:

A “FINAL NO OBJECTION TO SIGN-OFF” should be presented by an off-signing sea crew.

The “FINAL NO OBJECTION TO SIGN-OFF” will include the scheduled COVID-19 test appointment date and time for an off-signing sea crew that require pre-departure COVID-19 PCR test prior to their departure from Singapore.

A “NO OBJECTION TO DISEMBARK FOR COVID TEST” will be issued by respective MPA case officers for sea crew disembarking for both COVID-19 PCR and Serology IgM tests. Sea crew are required to embark vessel immediately after the completion of COVID tests.

Any crew that is not granted approval by MPA to disembark vessel for any other reason than stated in item no.2, should strictly remain onboard vessel.

PRIORITY VACCINATION FOR PERSONNEL WHO PROVIDE TRANSPORTATION & AGENCY SERVICES FOR FOREIGN CREW IN SINGAPORE
 

Thank you for doing your part in ensuring that your co-workers remain safe and healthy, and supporting our nation’s fight against the COVID-19 pandemic.
 
Maritime shore-based personnel who are required to interact with foreign crew and/or go on board ships (e.g. agency boarding officer to facilitate crew change, ships port formalities) in our port waters risk being exposed to COVID-19, and we have a duty to protect them and their families from the disease. While this risk can be reduced by adhering to Safe Management Measures, it is still important for shore-based personnel to be protected from COVID-19 so that they can in turn protect their loved ones and the community. In line with recommendations by the World Health Organisation (WHO) and other authoritative bodies, and based on the Expert Committee on COVID-19 Vaccination’s preliminary assessment, we would like to prioritise them for vaccination at one of the Ministry of Health’s vaccination centres:
 
Venue: Raffles City Convention Centre (Fairmont Singapore, Level 4, Bras Basah Room) – report to MPA’s Maritime Counter first
Date: From 25 January 2021 onwards

The objective of Singapore’s COVID-19 vaccination strategy is to protect Singaporeans and long-term residents, so that Singapore can gradually return to a post-COVID new normal. There is a risk of serious, life-threatening disease and death from COVID-19 infection, especially in the elderly and other vulnerable groups (e.g. persons with comorbidities). Getting vaccinated is one of the tools in conjunction with other public health measures such as Rostered Routine Testing to detect infection early, minimise the risk of spread of COVID-19 and prevent large clusters from occurring in the community, as well as to prevent our healthcare systems from being overwhelmed. COVID-19 vaccines are free of charge for Singaporeans and Long-Term Residents (including those on employment or S-pass as well as work permit holders) who are currently in Singapore.
 
All maritime shore-based personnel who are required to provide transportation services for foreign crew (e.g.  drivers who transport foreign crew between the airport and ship) are strongly encouraged to participate in the COVID-19 vaccination programme. Please forward this email to the transport companies that you engage for the transportation of foreign crew in Singapore so that the drivers can join this priority vaccination programme as well.
 
If you are a frontline maritime personnel who boards a ship in our port to work but are not on the 7-day RRT cycle, please write to swab@mpa.gov.sg and we will provide you with the relevant information on how you can get started. Once you are on the 7-day RRT cycle, you will be eligible to be prioritised for vaccination. Please note that individuals who had tested positive for the COVID-19 Polymerase Chain Reaction (PCR) Test, Antigen Rapid Test (ART), or the Serology Test before will not be eligible for the current phase of prioritised vaccination
 
We appreciate your assistance to submit your eligible employees’ particulars using the online booking system at https://covidvaccination.mpa.gov.sg, which requires a booking code. Please write to vaccinate@mpa.gov.sg for a booking code if you wish to register your employees for vaccination. If you would like to upload a spreadsheet, please use this template and do not make any changes to the form fields. You should get a screenshot with confirmation of the booking date/time you selected after submission in the system. An SMS reminder will also be sent the day before your appointment.
       
Before the vaccine is administered, there will be a screening process at the Vaccination Centre to determine if any worker falls into categories of people who should not receive the vaccine yet. For example, the COVID-19 vaccines are not recommended for pregnant women, severely immunocompromised persons, and children under the age of 16 years for now, until more efficacy and safety data become available for these subgroups. It is also not advisable for those with a history of anaphylaxis or severe allergic reactions to receive the COVID-19 vaccine. While personnel can fill the screening questionnaire onsite, they can expedite the screening process by printing, filling up and bringing the completed Annex G (Vaccination Screening Form) when they arrive at the Vaccination Centre.
       
We encourage all frontline maritime personnel to adhere to their scheduled appointments to minimise individual wait time and to better utilise precious healthcare resources. The vaccine will be administered in two doses for individuals to have the full vaccine protection, and for the protection to last as long as possible. After the 1st dose, you will be given the appointment date, time, and location for the 2nd dose. Please approach any staff at the vaccination centre immediately if you do not have the next appointment written on your vaccination card.

ENHANCED PERSONAL PROTECTIVE EQUIPMENT (PPE) REQUIREMENTS FOR PERSONNEL FACILITATING CREW CHANGE IN SINGAPORE


To further safeguard our local community against the spread of COVID-19, we have revised the PPE requirement for all personnel facilitating crew change in Singapore. All service providers that facilitate crew change in Singapore shall immediately comply with the enhanced minimum level of personal protective equipment (PPE) as prescribed below.

 

With immediate effect,

Meet-and-greet staff shall don surgical mask and gloves when escorting crew at the airport.

Land transport drivers shall don full PPE (N95 mask, gloves, gown) when transporting crew between the airport and vessel.

Launch boat operators shall down full PPE (N95 mask, face shield, gloves and gown) when transporting crew between the pier and vessel.

Please refer to the Port Marine Circular No. 5 of 2021 for more information.

Please be reminded to maintain proper hand hygiene (i.e. washing with soap and water or using an alcohol-based hand rub before and after removing PPE).

These measures serve to protect your well-being as well as those around you.

MPA will enforce strict adherence to the above enhanced PPE requirements and will take punitive measures against non-compliant parties.

HOLDING AREAS AT MARINA SOUTH PIER AND WEST COAST PIER FOR CREW CHANGE

MPA would like to draw your attention to the newly designated holding areas at Marina South Pier (MSP) and West Coast Pier (WCP).

To avoid crowding at MSP/WCP, all sign-on crew shall remain at the designated holding area at MSP/WCP while waiting to clear immigration.

The capacities of the holding area at MSP and WCP are 40 persons and 30 persons respectively. Should the holding area be full, the sign-on crew shall remain in their private vehicles.

For sign-off crew, the private transportation shall be ready and waiting so that the sign-off crew can depart MSP/WCP immediately after clearing immigration and do not need to crowd up the holding area.


Agents and appointed drivers are responsible to ensure that the crew remain in the holding area or private vehicle at all times. The crew shall not be loitering anywhere else.

MPA would like to draw your attention towards the enhanced procedure on the sea launch transfer for ship crew.


Wef 11th Jan 2021, all agent/owner shall charter the entire launch boat when performing crew change. There shall be no other personnel taking the same launch boat with the sign on/sign off crew.


Crew shall remained in the vehicle/transport until the launch boat(s) is/are ready for boarding. Crew shall not be loitering at the pier for the launch boat. 


Punitive measure will be taken for non-compliance.

Prohibition of crew change in Singapore for crew with travel history to the United Kingdom (UK) and South Africa

 

MPA would like to draw your attention to the Port Marine Circular No. 2 of 2021.

Please note that the following crew change will not be allowed in the Port of Singapore from 3 January 2021, 2359 hours until further notice;


a)  Crew with recent travel history to the UK or South Africa within the last 14 days preceding arrival to Singapore. This includes sign-on crew travelling to Singapore by flight as well as sign-off crew from vessels that have called at these countries.


b) Sign-on crew transiting the UK and South Africa on their connecting flights to Singapore.

 

This measure is in line with the announcement by the Ministry of Health (MOH) pertaining to the latest border control measures for travellers from the UK and South Africa. You may also refer to the press releases  at the following links:

FURTHER ENHANCEMENTS TO CREW CHANGE FOR CARGO SHIPS IN THE PORT OF SINGAPORE


1. MPA will continue to consider the following circumstances for crew change applications:

(a) crew whose employment contract has expired;

(b) additional crew on board whose sign-off would not affect the safe manning of the ship;

(c) change of crew due to the sale or purchase of ship;

(d) personnel who are not part of the ship’s crew such as superintendents and service engineers;

(e) compassionate grounds e.g. death of family member; or

(f) the crew is no longer medically fit to work onboard the ship.


2. MPA has reviewed and revised the requirements for crew change as follows:


Sign-on

(a) In general, all signing-on crew are required to serve 14-day Stay-HomeNotice (SHN) in the crew’s originating country/region in the period immediately prior to his/her departure flight/ferry to Singapore. The crew should be completely isolated in a room with a dedicated toilet with strictly no interaction with others (including family members) at his/her place of residence, or serve the SHN in a dedicated facility/hotel.

(b) Crew from specific low risk countries/regions will either no longer be required to serve the SHN or serve a shorter SHN of 7 days in his/her originating country/region prior to departure for Singapore. Please refer to ICA’s website (https://safetravel.ica.gov.sg/files/SHN-and-swabsummary.pdf) for the latest list of low risk countries/regions.

(c) The crew must have a negative result from a COVID-19 test (polymerase chain reaction (PCR) type) taken at a government-approved or ISO 15189- accredited testing facility at his/her originating country not more than 7 hours prior to departure for Singapore.

(d) The crew must be certified fit-to-travel by a doctor at his/her originating country not more than 24 hours prior to departure for Singapore.

(e) During the entire crew change process, including during the journey to Singapore, the crew should not be in a group of more than five (5) persons, and must remain in the same group. There must be no interactions between groups.

(f) The crew should only arrive Singapore to join his/her ship not more than two (2) days before the ship’s departure from Singapore.

(g) Crew who have recovered from COVID-19 must submit documentary proof of his/her past diagnosis of COVID-19 based on the earliest positive PCR test result.


i. If the date of the positive PCR test result is 21 days or fewer before the date of arrival in Singapore, he/she will not be approved for crew change.

ii. If the date of the positive PCR test result is between 22 to 90 days before the date of arrival in Singapore, the recovered crew need not serve the SHN at his/her originating country/region and take a COVID-19 PCR test within 72 hours before departure for Singapore.

iii. If the date of the positive PCR test result is between 91 to 180 days before the date of arrival in Singapore, he/she must serve a 14-day SHN at his/her originating country/region. The recovered crew need not take a COVID-19 PCR test within 72 hours before departure for Singapore, but if he/she develops symptoms during the SHN period, he/she must be tested for COVID-19.

iv. If the positive PCR test result is more than 180 days before the date of arrival in Singapore, he/she must serve a 14-day SHN at his/her originating country and take a COVID-19 PCR test within 72 hours before departure for Singapore.


Sign-off

(a) The crew must not have gone ashore in the last 14 days before disembarking the ship, must have remained well and not had contact with any known or suspect case of COVID-19 throughout that period.

(b) The crew must be certified fit-to-travel by a doctor in Singapore not more than 24 hours before disembarking the ship.

(c) MPA will facilitate COVID-19 pre-departure testing for sign-off crew in Singapore in accordance with the prevailing national policy. Ship owners/managers/agents will bear the cost of the COVID-19 tests of their crew, where applicable. (d) Crew subjected to serology test shall remain onboard until production of a negative COVID-19 test result.


Stay at holding facilities

3. Sign-on and sign-off crew may stay at designated holding facilities for up to 72 hours. Please refer to Annex A for details of the designated holding facilities. General

4. Ship owners/managers/agents must apply for crew change in Singapore by filling up the online form at www.mpa.gov.sg/web/portal/home/por ofsingapore/operations/crew-change or scan the QR code below.



5. MPA urges ship owners/managers/agents to submit applications at least 14 days before the planned crew change, especially if the application includes sign-on crew. For foreign-flagged ships, crew change will be considered if the ship meets all prevailing requirements, and is in Singapore for cargo operations, bunkering and/or other marine services.

6. For crew changes to take place safely, MPA continues to expect all owners, agents, ships and individuals to ensure that the COVID-19 preventive measures are followed strictly. Any breach will be taken seriously.
