The new Overseas Filipino Workers Pass or OFW Pass App, a new project of the Department of Migrant Workers (DMW) or the DMW App designed to replace the printed OEC or the Overseas Employment Certificate. The OFW Pass is a digital identification created by the Department of Migrant Workers (DMW) specifically for Overseas Filipino Workers (OFWs).
The Overseas Employment Certificate (OEC) is a document issued by the Department of Migrant Workers (DMW) formerly the Philippine Overseas Employment Administration (POEA) to overseas Filipino workers (OFWs) as proof of their legal employment status and protection while working abroad. It serves as an exit clearance for OFWs, allowing them to leave the Philippines and work in their country of employment.
The OEC is required by the Philippine government as a means to regulate the deployment of OFWs and ensure their welfare. It is also an essential document for OFWs to avail themselves of various benefits and services provided by the government, such as exemption from travel tax and airport terminal fees.
Currently, the OEC for Balik-manggagawa, OEC for seafarers (Pinoy seaman) and other OFWs or Overseas Filipino Workers both landbased and seabased are being printed. DMW Introduced the better and improved DMW Mobile App - OFW Pass
You can now download the enhanced version and seamlessly manage your overseas employment with its upgraded features. Through the DMW Mobile App, you can now create your e-Registration account, secure your OFW Information Sheet, and generate OFW Pass, or the digital alternative to the traditional Overseas Employment Certificate (OEC). Stay tuned for updates on the app's availability in your country and get ready to revolutionize the way you navigate your overseas employment journey.
As of July 20, 2023: The OFW Pass is set to be launched right after the DICT gives its green light to the DMW. The DMW mobile app will be available on Google Play and Apple Store. The DMW and the Bureau of Immigration signed a Memorandum of Agreement to make sure both agencies are in sync in terms of database management and other relevant processes.
AS OF 22 JULY 2023: The app became accessible in the Philippines on the same day of its launch last Friday (July 21, 2023).
Mobile App-OFW Pass is available for download in Google Play for Android devices and in Apple Store for devices using IOS on these dates in these 10 countries that host overseas Filipino workers (OFW):
- July 23–Saudi Arabia, Singapore, United Arab Emirates and Hong Kong
- July 24–Qatar, Malaysia, Oman, Japan, Taiwan and United Kingdom
The app allows OFWs to obtain OFW Pass online with these requirements per country:
- Saudi Arabia—visa, ID card
- UAE—residence card
- Singapore—employment card, ID card
- Hong Kong—ID card, permanent ID card
- Qatar—residence permit, visa
- Malaysia—ID card, permanent residenxe card
- Oman—ID card, residence card
- Japan—ID card, Mu number card, residence card, visa
- Taiwan—alien resident card, residence card
- UK—application registration card, residence permit, visa
The DMW also asked OFWs to watch out for further advisories about the use of the DMW Mobile App to obtain an OFW Pass.
AS OF 29 JULY 2023: READ: Starting 29 July 2023, the issuance of all forms of Overseas Employment Certificate (OEC) for rehires or Balik-Manggagawa (BM) shall be free of charge and will not require issuance of an Official Receipt.

2. Kapag na-recover mo na ang iyong email at na-reset ang password balikan ang DMW Mobile App para ipagpatuloy ang iyong registration at pagkuha ng OFW Pass.
3. Abangan ang One-Time Password (OTP) authentication na ipadadala sa iyong registered na email address

Ang DMW Mobile App – OFW Pass ay kasalukuyan naka-PILOT-TEST sa Pilipinas at sa 10 bansa.
Ito po ay HINDI PA FULLY OPERATIONAL at dumadaan pa rin sa systems improvement. Asahang may mararanasang technical glitches sa panahon ng PILOT TEST.
Ang DMW po ay humihingi ng pang-unawa at pasensya dahil dito. Gayunpaman, patuloy na nireresolba ng ating DMW Technical Team ang lahat ng mga nai-report na technical issues.

What is an Exit Clearance?
● Once you have successfully acquired an OFW Pass, you will have to apply for an Exit Clearance to present your OFW Pass as a valid exit pass upon your departure from the Philippines to your working destination. Apply for an Exit Clearance by submitting your Visa via the pop-up notification that appears on the landing page or your OFW Pass. While you can have an OFW Pass without an Exit Clearance, you need to have an OFW Pass in order to apply for an Exit Clearance.
Do we need an Exit Clearance with the OFW Pass?
● Your OFW Pass functions as your official digital OFW Identity. Acquiring a verified OFW Pass necessitates the successful submission and verification of your passport and successful verification of your verified working contract. The Exit Clearance, on the other hand, is an additional function for your OFW Pass that you can apply for conveniently so that you can present your OFW Pass as a valid exit pass upon your departure from the Philippines to your working destination.

● OFWs with active working contracts may use the DMW Mobile app. These include the following:
a) OFWs who are currently deployed.
b) First-time OFWs to be processed by the DMW through recruitment agencies or via direct-hiring and/or government-to-government placement.
c) OFWs who have transferred to a different company or employer and have undergone the contract verification process by the Migrant Workers Office (MWO) or Office of the Labor Attache.
d) Balik-Manggagawa OFWs, or OFWs on vacation or emergency leave in the Philippines, but will be returning to the same employer.

My application was rejected and I received the prompt “Your contract was not found in our system. Please contact your MWO for assistance.” What should I do?
● Please get in touch with your assigned Migrant Workers Office (MWO) to verify your contract.
● In case you transfer to a different company or employer, your contract will need to be registered and verified by the Migrant Workers Office (MWO) or Office of the Labor Attache which will then have to go through the contract verification process. After 24 hours upon verification, you can start applying for the OFW Pass online.

The OFW Pass will significantly streamline the process of obtaining clearance or registration before departure. The primary objective is to enhance accessibility and convenience while ensuring that OFWs are registered with the department, providing vital information about their employment abroad.
DMW emphasized that the OFW Pass eliminates the requirement for on-site processing of OECs since migrant workers will be able to submit the necessary information online. OFW Pass highlight is the convenience of securing the OFW Pass directly on their smartphones, making it easily accessible.
Furthermore, unlike the OEC, there will be no P100 fee associated with obtaining the OFW Pass. The Department of Finance has granted permission to waive this fee.
Finally, the 60-day validity period for OECs has been eliminated with the introduction of the OFW Pass.

PBBM wants Overseas Employment Certificates free for OFWs
President Ferdinand R. Marcos Jr. has directed the Department of Migrant Workers (DMW) to explore the possibility of making the application for Overseas Employment Certificate (OEC) free of charge.
In a statement on Sunday, the Presidential Communications Office (PCO) said the President issued the directive during a meeting with the DMW, Bureau of Immigration (BI), and Department of Information and Communications Technology (DICT) in Malacañang Palace.
During the said meeting, the DMW also presented the DMW Mobile App which aims to “make an overseas Filipino worker’s (OFW) journey easier.”
The app contains the OFW Pass, a digital and secure version of the OEC which serves as the digital identity of workers.
After a two- to three-month transition period upon activation, the OFW Pass will completely replace the OEC.
The OFW Pass and OEC have significant differences.
The OFW Pass is QR-code generated and can be acquired only through the app, while the OEC requires onsite processing with a PHP100 charge.
The OFW Pass is valid until the expiration of the OFW’s work contract, while the OEC lasts for only 60 days.
Those who can avail of the OFW Pass are first-time OFWs; returning OFWs or those vacationing in the Philippines but will go back to same employer; and OFWs who have transferred to a different employer or whose contracts need to be registered and verified by the Office of the Labor Attaché.
In his inaugural State of the Nation Address in 2022, President Marcos directed the DMW and the DICT to automate the verification of contracts and issue OECs that can be stored on smartphones.
DMW Secretary Susan Ople said Marcos welcomed the development of the mobile application as it is a simple yet effective digital solution to the OEC problems encountered by OFWs when seeking jobs abroad.
She said the mobile application is for free as the government’s way of honoring the country’s “modern-day heroes.”
“His mandate was to make sure that our OFWs will not pay when using the app and when they download the OFW Pass," said Ople.
DMW is currently waiting for the approval of the DICT, maybe within the week, for the official launch of the DMW Mobile App to ensure its cybersecurity features.
To disseminate the app, the DMW established the OFW Pass Teacher, a volunteer system where registered OFWs will be given relevant materials to teach other OFWs how to utilize it.
The agency is also expected to integrate its mobile app with the BI’s eTravel and e-Gate systems and eventually link it to DICT’s eGov PH Super App.

DMW set to kick off its modernization program with the launch of the OFW Pass
Migrant Workers Secretary Susan Ople today said the Department of Migrant Workers (DMW) will kick-off its modernization program with the forthcoming launch of a digital app containing the OFW Pass, the digital alternative to the Overseas Employment Certificate (OEC).
Ople said the DMW mobile app is now undergoing rigorous testing by the Department of Information and Communications Technology (DICT) prior to a formal launch. “We acknowledge the help and support being provided by the DICT to make sure that our mobile app will be secure,” the secretary said.
In her presentation to the media at the Kapihan sa Manila Bay Forum hosted by veteran journalist Marichu Villanueva of the Philippine Star, Ople said the idea for the app and OFW Pass came from the clamor of Overseas Filipino Workers (OFWs) for a more convenient alternative to the OEC which comes in paper form and with a P100 fee.
Based on the directive of President Ferdinand Marcos, Jr. the DMW has issued an order making the OFW Pass and DMW Mobile App free to all OFW users.
“President Marcos made it clear that the OFW Pass should be free in honor of the huge sacrifices being made and contributions of our modern-day heroes to the needs of their respective families and the Philippine economy as a whole,” Ople said.
She cited data from the Bangko Sentral ng Pilipinas (BSP) that shows a 3.2% increase in dollar remittance flows from January to April 2023 ($10, 487, 040) to that of the same period last year ($10,166, 678).
“Foregoing the P100 per OEC charge was an easy decision to make given the enormous and consistent contributions of our OFWs to the country’s economic growth and the sustenance of their families,” Ople stressed.
The OFW Pass is set to be launched right after the DICT gives its green light to the DMW. The DMW mobile app will be available on Google Play and Apple Store. The DMW and the Bureau of Immigration signed a Memorandum of Agreement to make sure both agencies are in sync in terms of database management and other relevant processes.
“Our goal is to make the journey of our OFWs much easier. The OFW Pass, in comparison with the decades old OEC, is convenient, practical, and free of use. In the next phase, we hope to be able to add more features to our mobile app and integrate this with the e-Gov app of the DICT, but for now we prefer to focus on educating our OFWs on the features of the OFW Pass,” Ople said.
About DMW
The Department of Migrant Workers (DMW) is the executive department of the Philippine government responsible for the protection of the rights and promotion of the welfare of Overseas Filipino Workers (OFWs) and their families. It was created by virtue of Republic Act No. 11641, which was signed into law by President Rodrigo Duterte on February 3, 2022.
The DMW has a broad mandate, which includes:
- Formulating and implementing policies and programs for the protection and promotion of the rights and welfare of OFWs;
- Providing assistance to OFWs and their families in times of need;
- Promoting the interests of OFWs in the international community;
- Monitoring and evaluating the performance of recruitment agencies;
- Ensuring that OFWs are aware of their rights and responsibilities;
- Providing training and skills development programs for OFWs;
- And other related functions.
The DMW is headed by the Secretary of Migrant Workers, who is appointed by the President. The current Secretary is Susan Ople, the daughter of former Labor Secretary Blas Ople, who is considered the "father of OFWs."
The DMW has two attached agencies: the Overseas Workers Welfare Administration (OWWA) and the National Maritime Polytechnic (NMP). OWWA is responsible for providing social protection and welfare services to OFWs and their families, while NMP is responsible for providing maritime education and training to OFWs.
The DMW is a new department, but it has already made significant progress in protecting the rights and promoting the welfare of OFWs. For example, the DMW has negotiated with foreign governments to improve the working conditions of OFWs, and it has also provided assistance to OFWs who have been abused or exploited.
The DMW is committed to working with the government, the private sector, and civil society to ensure that OFWs are treated with dignity and respect. The DMW is also committed to promoting the interests of OFWs in the international community.
