Navigating the Crisis: New Safe Passage Protocols for Filipino Seafarers

The maritime world is currently facing a historic challenge. Since early 2026, the Strait of Hormuz—a vital artery for 20% of the world’s oil—has been the epicenter of military escalations between the U.S., Israel, and Iran. Following a high-level meeting on April 4, 2026, between the Department of Migrant Workers (DMW), the Department of Foreign Affairs (DFA), and Licensed Manning Agencies (LMAs), a landmark diplomatic arrangement has been reached to protect our fleet and crew.

The Breakthrough: Safe and Expeditious Passage

Following intense negotiations, the Islamic Republic of Iran has agreed to allow the “safe, unhindered, and expeditious” passage of Philippine-flagged vessels and Filipino seafarers. However, this transit is governed by strict transparency protocols.

The "Direct Link" Requirement

To establish a "direct link" to the Philippines, Iran requires full disclosure of the following:

  • Vessel Details: Full registration and ownership information.
  • Crew Manifest: Comprehensive details of all personnel on board.
  • Cargo Disclosure: Specifics of the energy sources or goods being transported.

The Process: LMAs must complete a DMW disclosure form in good faith. The DMW will then route these to the DFA for Iranian screening. Approval remains at the sole discretion of Iran on a case-by-case basis.

Prioritizing Seafarer Welfare

The DMW has emphasized that humanitarian needs will dictate the order of transit. Prioritization will be given to vessels based on:

  • Crew members with medical conditions requiring immediate care.
  • Seafarers with expiring contracts.
  • Urgent circumstances identified by the Joint Manning Group (JMG).
"For foreign-flagged vessels with mixed crews, safe transit is NOT guaranteed. These cases will require separate negotiations between the DFA, shipowners, and the respective flag states."

Logistics & Travel

Principals are advised to avoid Middle East airports for crew changes. Sudden airspace closures remain a high risk.

Deployment Policy

The DMW prefers to wait for the situation to stabilize before allowing new deployments. Repatriated crew should be replaced by other nationalities for now.
