The Port of Vancouver was the name of the largest port in Canada, the largest in the Pacific Northwest, and the largest port on the West Coast of North America by metric tons of total cargo, with 76.5 million metric tons. The port amalgamated with the Fraser River Port Authority and the North Fraser Port Authority in 2008 to form Port Metro Vancouver.

Vancouver is the 50th largest port in the world.

Updated Crew Change Procedure

as of 18 January 2022


Latest guidelines regarding crew change in times of Covid, and government definition of the crew considered “fully vaccinated”.

Both joining/disembarking crew are exempt from quarantine requirements.

All joining crew will have to take a PCR test upon arrival as per requirement from the terminal where the vessel will be loading, otherwise they won’t be allowed to board.

They will have to stay at the hotel until they get the results, and join the vessel closer to the end of cargo operations.

Disembarking crew can be taken from the vessel directly to the airport if they are fully vaccinated and meet the attached requirements.

If they are not fully vaccinated, they will have to take a PCR test 72 hours prior to boarding the plane.



Definition of fully vaccinated:  


Vaccines accepted by the Government of Canada for the purpose of travel to and within Canada:

  • AstraZeneca/COVISHIELD (ChAdOx1-S, Vaxzevria, AZD1222)
  • Bharat Biotech (Covaxin, BBV152 A, B, C)
  • Janssen/Johnson & Johnson
  • Moderna (mRNA-1273)
  • Pfizer-BioNTech (Comirnaty, tozinameran, BNT162b2)
  • Sinopharm BIBP (BBIBP-CorV)
  • Sinovac (CoronaVac, PiCoVacc)

To qualify as a fully vaccinated traveller, you must have received, at least 14 full days prior to the day you travel:


  • at least 2 doses of a vaccine accepted by the Government of Canada for the purpose of travel
  • or a mix of 2 accepted vaccines
  • or at least 1 dose of the Janssen/Johnson & Johnson vaccine
  • Travellers can receive their vaccine in any country, and must provide documentation supporting their vaccination in English, French or with a certified translation.

New Updates – Checklist for Crew Members

CONTENTS:

Please note that we have made a number of updates to our CHECKLIST for arriving and departing crew members in light of new information that has been brought to our attention. More specifically, the updated checklist:

  • Clarifies that the entry prohibition for individuals who have recently been in a high risk country for the Omicron variant only applies to crew members arriving by air (and NOT to crew members arriving on board a vessel).

  • Confirms that crew members travelling to Canada are still exempt from any post-arrival testing requirements for Covid-19 (although these requirements are evolving quickly and could be subject to change).

  • Provides additional instructions for completing the ArriveCan application prior to travelling to Canada, with a view to ensuring that crew members identify themselves as "exempt essential travellers" from the outset of their application.

  • Clarifies that as "exempt essential travellers," crew members are not required to quarantine or submit any reports after entering Canada, and should not receive any further e-mails or notifications to that effect from ArriveCan or the Public Health Agency of Canada. 

  • Highlights the need for departing seafarers to ensure they are aware of any entry restrictions in their country of destination, as these may impact their ability to board their outbound flight from Canada.

  • Strongly recommends that all departing seafarers have a copy of Transport Canada's Ship Safety Bulletin 19/2021 with them when travelling, as this may be used to provide clarification to airline personnel who are unaware of the most recent travel requirements as they relate to seafarers.

We will continue to make updates to the checklist as requirements evolve and advise members accordingly.  In the meantime, members with questions on any of the above should contact the undersigned.
