Port of Capinpin, Bataan Philippines - Crew Change Protocols - Filipino Seaman Requirements for Crew Change - Embarking / Disembarking Seafarers

Crew change is not allowed at Mariveles port. If you wish to perform crew change in Bataan, the vessel needs to be shifted to Capinpin – Anchorage, Bataan.


Below are the latest information and requirements for your guidelines:



SPECIAL NOTICE: LAST PORT CLEARANCE INFO

For STRICT COMPLIANCE, the vessel’s PORT CLEARANCE / DEPARTURE CLEARANCE should INDICATE specifically “Limay, Bataan, Philippines” as the next port/destination. Should this be incorrect, the Bureau of Customs office in Limay, Bataan shall fine a penalty amounting to P100,000.00 to P300,000.00 (USD 2,005.61 - USD 6,016.84).



Please see the below requirements usually to be provided to local agent:


Sign-off Filipino crew

  1. Must have quarantine facility arranged by local manning prior disembarkation from the vessel in Capinpin Port – PPA quarantine facility please email - mamanzano@ms.fclsubic.com attached picture of quarantine facility for your reference and please send us copy of confirmation booking)
  2. RT -PCR test – will be arranged by local manning – off-signing crew please email to boq_bataan@yahoo.com & swabtestsbmaprc@gmail.com (please send us copy of confirmation booking and result copy once available)
  3. Master will provide letter of declaration that the sign-off Filipino crew (with indicated names) have no symptoms like (fever, cough, colds, difficulty of breathing and etc) for past 14days and crew is free from COVID-19. Letter must have signature and stamp by the master.
  4. Filled-out BOQ health Declaration form. 
  5. Vehicle and drivers details (Transportation will be arranged by local manning once RT – PCR is released ( result will be released 24-48hrs)
  6. Immigration approval processed by local manning
  7. Master list of sign-off crew
  8. Filled-up affidavit of undertaking by Manning
  9. Passport copy
  10. Filled-out BoC Baggage Declaration Form for off crew (to be given to Customs Officer for signing once aboard)


Sign-off non-Filipino crew:

  1. Visaed crew list
  2. Passport & Seaman’s book copy
  3. Flight details
  4. Please check with the airlines and country of destination if RT- PCR is required or else non-Filipino sign-off crew must be Quarantine here at least 10days as on the 7th day that’s the only time that the RT – PCR can be initiated and (24-48hrs) once the result is released, we can proceed for their flight booking.
  5. If the vessel last port of call is Oman, United Arab Emirates, India, Bangladesh, Pakistan, Sri Lanka, and Nepal within 14days vessel is restricted for crew disembarkation effective 0001H 15 June 2021 until 2359H 30 June 2021 (might be extended)


Sign-on Filipino crew

  1. RT – PCR negative results from DOH accredited clinic
  2. Isolation/Quarantined certificate for 5-7 days issued by Hotel
  3. Immigration approval/clearance processed by local manning
  4. Vehicle and drivers details (Transportation will be arranged by local manning
  5. Passport copy
  6. Master list of sign-on crew
  7. Filled-out BOQ health Declaration form as attached


Sign-on non-Filipino crew

  1. 9C visa
  2. RT – PCR negative result valid for 48hrs prior joining
  3. Passport & seaman’s book copy


Be guided that crew change conduction can be conducted at daytime only at Anchorage.

ISSUANCES RE QUARANTINE AND TESTING OF ARRIVING PASSENGERS EFFECTIVE 08 MAY 2021

TO : OSS FOR SEAFARERS HEADS & SECRETARIATS IN BATAAN, PORT OF MANILA, AND BATANGAS

SUBJECT : AUTHORIZED RT-PCR MOLECULAR LABORATORY FOR OFFSIGNING CREW IN BATAAN, MANILA AND BATANGAS

DATE : 05 May 2021

This is with reference to the guidance of the Philippine Ports Authority (PPA) and announcement of First Aide Diagnostics (FAD) regarding the depletion of the initially allocated Bayanihan 2 Funds for the free testing of Filipino offsigners.

It is noted by PPA that the FAD remains to be its authorized molecular laboratory for Filipino offsigners. Furthermore, please be informed that this Department is currently working on the extension of the free testing services through the utilization of the remaining Bayanihan 2 Funds allocated to the Maritime Sector.

In view of the foregoing, kindly advise the shipping agents and licensed manning agencies operating within Bataan, Manila, and Batangas to negotiate the payment terms with FAD meantime the transfer of additional funds for the free testing is being processed. All Filipino offsigners, arriving either via sea or air, can still avail of the free testing until funds under Bayanihan 2 is fully depleted or until 30 June 2021, whichever comes first.

Please be guided accordingly.

Crew change is essential for seafarers to ensure their health and wellbeing, but the travel restrictions due to the pandemic have made crew change difficult the last couple of months.

Based on BOQ Memo (see below) crew change is now approved at Port of Bataan will start anytime as soon as those in-charge of Swab Test is available.

Narito po tayo ngayon sa Port Capinpin sa Orion, Bataan upang saksihan ang mangyayaring crew change operations sa area. Ito po ang kuna-unahang crew change operations na magaganap sa labas ng Metro Manila.

Kasama po natin sina Office for Transportation Security (OTS) Administrator Usec Raul Del Rosario, DOTr Assistant Secretary for Maritime Narciso Vingson, PCG Bataan Station Commander Larry Cendaña, MARINA-METSS Capt. Vicente Navarro, Philippine Ports Authority (PPA) Aurora/Bataan Port Manager Allan Rojo, BOQ Bataan Station Chief Dr. Emmanuel Sto. Domingo, at mga representatives ng Bureau of Immigration (BI) at ng Local Government Unit (LGU).

Importante po ang crew change upang masiguro ang kalusugan, kaligtasan, kapakanan at kabuhayan ng mga seafarers dahil sila ay maaari lamang magtagal sa isang vessel ng walang leave hanggang 11 months, ayon sa International Labour Organization (ILO) 2006 Maritime Labour Convention (MLC). Ito po ay makatutulong lalo na sa mga seafarers na na-stranded onboard sa mga barko na nag-expire na ang mga kontrata dahil sa mga travel restrictions na ipinatupad dahil sa COVID-19 pandemic.

Prior to your crew change please take note of the following:


  • Please notify BOQ 1-3 days prior to date of arrival for crew change.
  • Notice of Arrival (NOA) should be emailed at boq_bataan@yahoo.com including Crew List, Voyage Memo and Maritime Health Declaration.

Requirements for Embarking/Sign-On Crew:


  • Complete list of Embarking crews (Full name including middle initials).

  • Both Foreign and Filipino Joining crew members must have NEGATIVE RTPCR Result (Result must be 2-3 days from date of swab test) prior to embarkation.
  • Properly filled up Health Declaration Form. Form will be sent to your email 1 day prior to your arrival at Port of Capinpin. 
  • Quarantine Clearance will be issued after evaluation and Physical Examination before embarkation.
  • Must be in PPE (Mask, Face shield and others) at all times.


Requirements for Embarking/Sign-On Crew:

  • Complete list of Embarking crews (Full name including middle initials).
  • Both Foreign and Filipino Joining crew members must have NEGATIVE RTPCR Result (Result must be 2-3 days from date of swab test) prior to embarkation. 
  • Properly filled up Health Declaration Form. Form will be sent to your email 1 day prior to your arrival at Port of Capinpin.
  • Quarantine Clearance will be issued after evaluation and Physical Examination before embarkation.
  • Must be in PPE (Mask, Face shield and others) at all times.


Notes:


  • Upon release of RT-PCR results:
  • For NEGATIVE RT-PCR result they will be cleared to travel to their destination
  • For POSITIVE RT-PCR result - transfer to an Isolation or Treatment Facility.
  • If upon disembarkation from the vessel, crew member was seen with symptoms, he will be extracted for isolation.
  • Mild to Moderate symptoms will be transfered to an Isolation/Quarantine facility.
  • Severe cases will be transfered via Ambulance (c/o PCG) to a dedicated hospital/treatment facility.
