Crew Change Update and Covid Task Force Circular Letter Number 22 2022

Please find below updated general information for crew change (updates in yellow), and check out Covid Task Force Circular Letter Number 22 year of 2022:

 

Crew Sign-on or Visitor:

Any foreign crew joining a vessel or visitor must hold Visa index B211A. According to the latest information, the joiner does not need to go to the Indonesian Embassy to apply for visa during the COVID-19 pandemic.

Local agent will apply for an E-visa index B211A (Visit Visa) on the online immigration system. The joiners will then be able to fly to Indonesia by showing E-Visa.

Please to check the requirement also to related Airlines.

1.                 Local agent can process E-Visa with duration of approx. 3-5 working days (IAGW)

2.                Once Foreign crew arrived at Soekarno Hatta International Airport – Jakarta or other Indonesian Airport, Crew are required to undergo an examination of symptoms related to Covid 19, including checking body temperature, and following condition:

  • If crew detected to have symptoms related to Covid 19 and/or has a body temperature above 37.5 degrees Celsius, it is obligatory to undergo an RT-PCR re-examination (Crew should wait until the result available (approx. 2-3 hours IAGW) – Crew should prepare PCR payment cash IDR 275,000 or approx. USD 22 to the PCR vendor at Airport (outsiders cannot enter inside Airport)), or;
  • If the crew detected to have no symptoms related to Covid 19 & has a body temperature below 37.5 degrees Celsius, crew can continue the journey.

After RT-PCR sampling on arrival finished, crew continues with:

                                                    i.     Inspection of Immigration documents and Customs documents;

                                                   ii.     Baggage collection and baggage disinfection;

                                                  iii.     While waiting PCR Result issued, Crew should wait inside Terminal/Airport.

 

Note:

  • For Foreign Travelers who have received the second or third dose of vaccine at least 14 days before departure, are allowed to continue the journey as above flow.
  • In the case of a PPLN/Foreign Travellers that has been confirmed positive for COVID-19 a maximum of 30 days before departure and has been declared inactive in transmitting COVID-19, an exception is made from the obligation to show a COVID-19 vaccination card/certificate and a negative RT-PCR result prior to departure on condition that they must carry out a re-examination RT-PCR upon arrival and attaching a doctor's certificate or COVID-19 recovery certificate from the Government Hospital of the country of departure or the ministry that carries out government affairs in the health sector in the country of departure stating that the person concerned is no longer actively transmitting COVID-19;
  • Domestic flight requirement that will be applicable starting 17 July 2022 in Indonesia:

i.                 2nd dose Vaccination + Booster – No need Rapid test or RT PCR

ii.                2nd dose Vaccination – Rapid Test (validity under 24 hours) or RT PCR (validity under 72 hours)

iii.               1st dose Vaccination – RT PCR (validity under 72 hours)

iv.               Not yet Vaccinated due special health condition or comorbid - RT PCR (validity under 72 hours) and Doctor's certificate from a Government hospital

 

Visa on Arrival still not available in Indonesia (except for Tourist).

 

Please be informed below Nationalities cannot apply E-Visa in Indonesia (for Joiners/Superintendents):

  1. Afghanistan

  3. Israel
  4. North Korea
  5. Cameron
  6. Liberia
  7. Nigeria
  8. Somalia

 

Meantime below Nationalities will be strictly monitored upon arrive at CGK Airport, Jakarta – there is possibility that Crews can be repatriated, thus coordination to related parties will be needed:

Note:

  • Due regulation that constantly change, please to always cross check with your local agent the latest updated regulation.

 

Documents required for the application of E-visa index B211A are as follows:

  • Certificate of Full dose Covid Vaccination.
  • Clear copy of passport (front page only showing the details) and the passport must be valid for a minimum of 6 months.
  • Scanned cover of passport (only need one sample for each nationality).
  • Flight details (temporary details are OK)/E-ticket.
  • Name of the city (location of the Indonesian Embassy) where the crew will apply for visa 211
  • Insurance of health or statement letter stating willingness to pay independently if affected by any disease while in Indonesia.
  • Statement letter willing to comply with the applicable health protocols in Indonesia.
  • Photo 4 x 6 cm, background Red or Blue.
  • Please download mobile application PeduliLindungi for On Signer to fill E-HAC (Electronic-Health Alert Card) before enter Indonesia, as will be checked by Indonesian Airport Port Health.

 

Note:

  1. For On Signers upon arriving at Indonesian Airport, please to show LOI (Letter of Invitation), OKTB, LOG (Letter of Guarantee), Contract Letter, Covid Vaccination full dose, PCR test result and Crew’s Seaman Book to Airport Authorities;
  2. Please avoid non-refundable ticket.

 

Crew Sign-Off:

Crew sign off is possible (depends on port of call, should be rechecked to related Authorities). Please find below the requirements:

  1. Crew’s passport validity not less than 6 months / expired – Please send us the scanned passport;
  2. Crew in good condition;
  3. Crew have flight return to his/her country – Please check repatriation requirement also to the related Airlines;
  4. Crew will be isolated in Government Facilities as per below points (To Be Advised as will have to recheck to local Port Authority):
  • Quarantine 5 x 24 hours for foreigners that already received 1st dose of vaccine / not yet vaccinated

(First PCR will be done on day of arrival, second PCR will be done on day 4th)

  • Quarantine 1 x 24 hours for foreigners that already received 2nd / 3rd dose of vaccine

(First PCR will be done on day of arrival)

  1. Copy of Covid Vaccination Certificate
  2. If any PCR / Quarantine at ashore will be needed for Off Signers before repatriated to their home country?

 

With the new regulation on Visa Guarantor, the following points need extra attention:

  • 5 days of imprisonment for the person/Company signing as guarantor of visas, if the person granted visa is doing wrongful thing during his stay in Indonesia, ie. Transit visa but working, tourist visa but working, etc.

Therefore, in the event of any wrongful activity by visa holder, client / principal will be solely responsible for all related costs as applied by authorities and incurred at our end in handling the matter.

Restrictions of Incoming Foreign Crews in Indonesia (Extended Until 09 August)


Based on below Regulation from the Minister of Law and Human Rights Republic of Indonesia number 27 year of 2021 Indonesia are closing its borders for incoming Foreigners from Abroad using Airlines.

  2. The restrictions as referred to in paragraph (1) implemented during the implementation of Restrictions Emergency Community Activities.
  3. The restrictions as referred to in paragraph (2) excludes:

a.       Foreigners holding diplomatic Visas and Visa service;

b.       Foreigners holding diplomatic Stay Permits and official residence permit;

c.       Foreigners holding limited Stay Permits and Permits Staying still; and

d.       Foreigners with the aim of health and humanity; and

e.       The crew of the conveyance coming with the tool to carry it.

  1. Foreigners as referred to in paragraph (3) may enter the territory of Indonesia after fulfilling the protocol health in accordance with the provisions of the regulations legislation.
  2. Exclusion of Foreigners for the purpose of health and humanity as intended in paragraph (3) letter d is given after receiving recommendations from ministries/agencies that carry out the Covid-19 handling function.

Please find below updated regulation regarding International Travel Health Protocols during Covid 19 Pandemic Period, summary is marked in yellow.

 

The Ministry of Foreign Affairs of the Republic of Indonesia presents its compliments to all Foreign Missions (PNA) and International Organizations (OI) in Indonesia, and referring to the Ministry’s Circular Note No. D/01326/07/2021/64 dated 4 July 2021 regarding the announcement of the National Task Force for COVID-19 Handling Circular Letter Number 14 Year 2021 concerning Provisions for Domestic Travel during the COVID-19 Pandemic Period (SE-14/2021) and the Addendum to the National Task Force for Handling COVID-19 Number 8 of 2021 Circular Letter concerning International Travel Health Protocols during the COVID-19 Pandemic Period (Addendum SE-08/2021), the Ministry respectfully conveys the following additional information:

 

  1. Foreign nationals leaving the territory of the Republic of Indonesia (without being preceded by domestic travel or direct from Jakarta) are exempted from showing COVID-19 vaccination card/certificate.
  2. Foreign nationals under the age of 12 years, travelling with their parents and entering the territory of the Republic of Indonesia or traveling with domestic flights, are exempted from showing COVID-19 vaccination card/certificate;
  3. Foreign nationals, who cannot be vaccinated due to medical conditions, are exempted from showing COVID-19 vaccination card/certificate, for international and domestic travel, with the additional requirement to show health certificate issued by a doctor (specialist) or other medical supporting data, stating that the person is unfit for COVID-19 vaccination.
  4. Foreign nationals entering the territory of the Republic of Indonesia are required to show a COVID-19 vaccination card/certificate with a completed dose according to the vaccination protocol standard that is issued by the health authorities or pharmaceutical companies that produces the vaccines, and is valid in their respective countries.
  5. Foreign nationals who are active flight crew members or ship crew members who intend to leave the territory of the Republic of Indonesia, are exempted from showing COVID-19 vaccination card/certificate, but are required to provide other applicable health protocol requirements.
  6. Foreign nationals who are not vaccinated and intend to leave the territory of the Republic of Indonesia, but need to travel domestically in order to reach the exit point for international flights are exempted from showing COVID-19 vaccination card/certificate provided that they do not leave the airport area during transit or waiting for their international flights, with the following requirements:
  1. Obtaining clearance issued by the local Port Health Office/Authority to travel domestically, with the purpose to continue their flights to leave Indonesia; and
  2. Showing valid flight itinerary leaving Indonesia for direct transit from the city of departure to the exit point for international destination.
  1. Foreign nationals over the age of 60 years, teachers and professional educational staff, and foreign nationals of particular professions, can participate in the national vaccination program by submitting their passport and original KITAS/KITAP to the registration offices and local health facilities or vaccination places provided by the central government, regional government, and or state-regional-owned enterprises or other designated locations provided by the Ministry of Health.
  2. Foreign nationals can participate in mutual cooperation vaccination program, by presenting their original passport to the registration office for data collection purposes, at the health facilities of state/regional-owned enterprises or other locations designated by the Ministry of Health.
  3. Officials of Foreign Missions and International Organizations and their family members who are residing outside Jakarta and have received COVID-19 vaccination invitation from the Ministry of Foreign Affairs of the Republic of Indonesia, are encouraged to re-schedule their visit to Jakarta, and await the implementation of the mutual cooperation vaccination program conducted by the Government of the Republic of Indonesia in their respective areas.

 

The Ministry further informs all Foreign Missions and International Organizations that this emergency Enforcement of Restriction on Public Activities (PPKM) policy aims to reduce people’s mobility, both Indonesian and foreign nationals, until the Covid-19 case is under control. Therefore, the Ministry reiterates that all Foreign Missions and International Organizations in Indonesia advise their respective nationals to maintain a strict health protocol discipline and to put off non-essential domestic and international travel.

The Ministry of Foreign Affairs avails itself of this opportunity to renew to all Foreign Missions and International Organizations in Indonesia, the assurances of its highest consideration.

Please find below updated information for E-Visa submission at Indonesia: 


Crew Sign-on or Visitor:

Any foreign crew joining a vessel or visitor must hold Visa index B211A. According to the latest information, the joiner does not need to go to the Indonesian Embassy to apply for visa during the COVID-19 pandemic.

Andhika GAC (AGAC) will apply for an E-visa index B211A (Visit Visa) on the online immigration system. The joiners will then be able to fly to Indonesia by showing E-Visa.

1.      We can process E-Visa with process duration of TBA working days.

2.      Foreign crew must be going under 8 days quarantine upon arrival before joining on board the Ship and PCR 2 time while in Isolation period.

  1. Cancellation fee of 100% per passport is applicable upon the start of arrangements including LOI and OKTB.

Increased Supervision of the Arrival Travelers From India 


In connection with the increasing number of COVID-19 cases in India that have occurred in recent days, Head of Port Health Indonesia will carry out strict monitoring and health checks on every arrival of foreign nationals and Indonesian citizens from India who enter through the entrances of airports, ports, and posts. across national borders in Indonesia. And in order to anticipate the threat of a new mutation of the SARS-CoV-2 virus (the cause of COVID-19), it is necessary to monitor it through intensive surveillance of the SARS-CoV-2 virus genome.

As per above, Indonesian Port Health will conduct below summary points (1-7).

 

  1. Coordinate with all airlines and shipping agents to notify direct and transit schedules from India within 14 days
  2. Ensure all foreign nationals and Indonesian citizens who come from India:
  • In good condition
  • Bring the results of the RT PCR Swab examination with negative results that are valid 3 x 24 hours
  • Is quarantined for 5 x 24 hours
  • Take RT PCR swabs upon arrival and at the end of the quarantine period (day 5)
  • Fill out a health alert card with complete and valid identity data (NIK / passport number, destination address in Indonesia, telephone number, family phone number that can be contacted).
  1. If the results of the RT PCR examination are positive for COVID-19, isolation is carried out in a health facility until they are declared healthy and can be sent home if the results of the PCR swab examination are negative.
  2. Coordinate with health service facilities, laboratories, universities, and other related agencies appointed to carry out the RT PCR SWAB specimen examination in your working area.
  3. Facilitate delivery of Nasopharyngeal and oropharyngeal SWAB specimens from COVID-19 confirmed cases carried out by health service facilities, laboratories, universities, and other related agencies to the head of the Class I KKP Soekarno Hatta to be forwarded to the head of the Research and Development Agency c.q. The head of the research and development center for health basic technology and research, the Ministry of Health's research and development agency, which is the national reference laboratory for examining COVID-19, with the address of the infectious disease research laboratory, Center for Biomedical Research and Basic Health Technology, Jalan Percetakan Negara II - Office and Warehouse Complex of the Ministry of Health-Jakarta .
  4. Disseminate information to health service facilities, laboratories, universities, and other relevant agencies regarding the following specimen criteria:
  1. A VTM tube containing a nasopharin swab with a minimum volume of 600 μl, has a CT (cycle threshold) below 30.
  2. Specimens are sent along with the epidemiological investigation form.
  3. The specimen is sent immediately after the results of the RT-PCR examination are obtained.
  4. Report the data from the PCR Swab examination to the New All Record (NAR) application.
  1. Coordinate with airport authorities, port authorities, border managers, Directorate General of Immigration, Directorate General of Customs and Excise, BPBD, Provincial Health Services, and other Stakeholder for the preparation of quarantine facilities and supervision of arrivals from India in order to receive comprehensive support in implementation.

Here is the summary of the latest news in Indonesia as of March 01st, 2021 related to procedure for seafarers Crew Change in Indonesia ports.

Any foreign crew joining a vessel or visitor must hold Visa index B211A. According to the latest information, the joiner does not need to go to the Indonesian Embassy to apply for visa during the COVID-19 pandemic.

For applying E-visa no need to have a PCR result, the test will be taken upon arrival, but Airlines will still require PCR Test result.

As per circular letter dated 11 February 2021 has mentioned about Crew’s Vessel can enter indonesia if they have recommendation letter from related institution. 


The following Vessel’s documents are needed in order to submit to Ministry of Transportation in Jakarta and Immigration Department for E-Visa issuance.

Updated Procedure for Crew Change in Indonesia

In connection with the issuance of the COVID-19 Handling Task Force Circular Number 8 of 2021 dated February 9, 2021 concerning International Travel Health Protocol during the Corona Virus Disease 2019 (COVID-19) Pandemic, it is hereby conveyed as follows:


  1. The Circular of the Task Force for Handling COVID-19 Number 8 of 2021 states that the provisions for the traffic of foreigners into Indonesian territory are guided by the Regulation of the Minister of Law and Human Rights Number 26 of 2020 concerning Visas and Stay Permits in the New Habit Adaptation Period as stated in letter F number 2 (a):
  2. Administrative requirements and exemptions for foreigners who can enter Indonesian territory:
  1. Administrative requirements visa application :

1)      Does not require RT-PCR results.

2)      Foreigners are required to attached statement letter that they are willing to pay for treatment independently if exposed to COVID-19 while in Indonesia.

  1. Exceptions from the restrictions on foreigners who can enter Indonesian territory:

1)      Valid KITAS Limited stay permit and KITAP/ permanent residence permit holders,

2)      Foreigners who already have E-Visa,

3)      Medical assistance and support, food, and humanitarian reasons,

4)      Conveyance crew and,

5)      Foreigners who will work on vital strategic projects, national vital objects, national strategic projects. 

provisions of number 3, number 4 and point 5 can be given based on the recommendation from the related technical ministries / institutions.


  1. Foreigners who have extended their Visit Stay Permit 4 (four) times and do not exceed 180 (one hundred and eighty) days and holders of Limited Stay Permits who cannot extend their Residence Permits in accordance with statutory regulations are required to apply for a new Stay Permit by applying for a Visa onshore.
  2. Apply for an onshore Visa before the Stay Permit ends.
  3. The validity period of a new Stay Permit originating from an onshore Visa is calculated based on the onshore Visa approval date, without calculating the previous Stay Permit expiration date with the onshore Visa approval as an overstay period (exceeding the Stay Permit deadline).
  4. With the enforcement of this confirmation letter, the circular number IMI-GR.01.01-0210 dated January 26, 2021 concerning the Affirmation and Extension of the Circular of the Director General of Immigration Number IMI-0103.GR.01.01 Year 2021 is declared to remain valid.
  5. In certain circumstances, the Minister based on his authority can issue other policies related to immigration facilities as long as they provide public benefits and national economic recovery.

 

Crew Sign-on or Visitor:


Any foreign crew joining a vessel or visitor must hold Visa index B211A. According to the latest information, the joiner does not need to go to the Indonesian Embassy to apply for visa during the COVID-19 pandemic.


Local agent will apply for an E-visa index B211A (Visit Visa) on the online immigration system. The joiners will then be able to fly to Indonesia by showing E-Visa and Letter from Immigration.


For applying E-visa no need to have a PCR result, the test will be taken upon arrival, but Airlines will still require PCR Test result.

 

Please be informed below Nationalities cannot apply E-Visa in Indonesia (for Joiners/Superintendents):

  1. Afghanistan
  2. Guinea
  3. Israel
  4. North Korea
  5. Cameron
  6. Liberia
  7. Nigeria
  8. Somalia

 

Documents required for the application of Telex / E-visa index B211A are as follows:

  • Clear copy of passport (front page only showing the details) and the passport must be valid for a minimum of 6 months.
  • Scanned cover of passport (only need one sample for each nationality).
  • Flight details (temporary details are OK)/E-ticket.
  • Name of the city (location of the Indonesian Embassy) where the crew will apply for visa 211.
  • Health Certificate (free from COVID-19).
  • Statement letter of willingness to be quarantined/receive medical treatment at their own expense or the Guarantor’s.
  • Statement letter of willingness to be monitored for health during the quarantine period.
  • Proof of ownership of health insurance / travel insurance, and / or a statement letter stating willingness to pay independently if affected by COVID-19 while in Indonesia.

 

Note:

  1. Process E-visa index B211A will take less than 2 days (Express visa).
  2. Cancellation fee 100% per passport applicable upon arranged LOI and telex / E-Visa index B211A.

 

Crew Sign-Off:


Crew sign off is possible. Please find below the requirements:


  1. Crew’s passport validity not less than 6 months / expired – Please send us the scanned passport.
  2. Crew in good condition.
  3. Crew hold PCR test result.
  4. Crew have flight return to his/her country.
  5. Crew will be isolated in Government Facilities for 5 days and will have PCR test 2 times when isolated.

Please be informed we just received information from PIC at Directorate Immigration on Circular Letter IMI No.2034-2034.GR.01.01 Year 2021 (please see attached colour yellow and green/blue) mentioned that :

“Holder of Visit Visa and Limited Stay Visa issued after this circular is valid based on special consideration and written permission from the relevant Ministries/Agencies.” 

See below additional information from Directorate Immigration :

  • Starting 4th February 2021 E-visa can processed with express application (less than two days process).
  • Immigration Directorate will coordinate with Head of Immigration at the CGK Airport to allow crew with E-visa 211 in hand to come inside the country (double coordination).
  • Foreign crew must go under 5 days quarantine upon arrival before joining on board the Ship.
  • Crew E-visas must be accompanied by a Letter from Immigration that E-visa is valid and confirmed by Immigration Director. Usually it will take 4 to 6 days to get this letter, and the condition applied like if system will not have error.

This E-Visa is given by the Head of Immigration Office for crews to enter Indonesia via CGK Airport, Jakarta, but the flight from crews' country of origin, is under the responsibility of your manning/travel agent. Request  Letter of Invitation (LOI )and OK TO Board (OKTB) from your local agent in Indonesia.

Show Circular Letter Immigration to Airline before boarding the plane and also E-Visa issued in order for airlines to allow boarding.

Indonesia - Updated Status of Immigration E-Visa (Joining Crew)

According to the recent Directorate Immigration on Circular Letter IMI No.2034-2034.GR.01.01 Year 2021 (See below important points:)

“Holder of Visit Visa and Limited Stay Visa issued after this circular is valid based on special consideration and written permission from the relevant Ministries/Agencies.” 

See below additional information from Directorate Immigration :

  • Starting 28 Jan 2021 – 08 Feb 2021 they can can process E-Visa 211 Express issue (less than two days process).

  • Immigration Directorate have coordinated with Head Immigration Airport Soekarno-Hatta to allow crew to receive E-visa 211 in hand to come inside the country (double coordination).

  • Foreign crew must have 5-days quarantine before they go on board (standby at designated Hotel). Contact you local handling agent for further details and arrangements.

  • On-signing crew who have applied E-visa 211, you local agent through PIC in Immigration will do coordination as well with Immigration with local Authorities.


  • This E-Visa is given by the Head of Immigration Office for crewmembers to enter Indonesia via CGK Airport, Jakarta, but the flight from country of origin is under the responsibility of the manning/travel agent.

  • You must coordinate with you local crew handling agent for the Letter of Invitation and OK to Board (OKTB).

  • On-signers must show the copy of the Immigration Circular Letter to Airline for boarding formalities and also the E-Visa issued in order for airlines to allow boarding.

Please find below new Immigration regulation that published on 15th October, for crew change/or visitor:

 

Crew Sign-on or Visitor:

Andhika GAC (AGAC) will apply for an E-visa index B211A (Visit Visa) on the online immigration system. The joiner will then be able to fly directly by showing the PCR test result and producing the E-visa index B211A.

 

*** Please note that with the new E-visa regulations, and as the system is still under trial, all required documents must be submitted for the online application. If everything is in order, the E-visa will be sent, otherwise, a Telex visa will be issued, and it must be collected from the relevant Indonesian embassies.

Documents required for the application of Telex / E-visa index B211A are as follows:

         Clear copy of passport (front page only showing the details) and the passport must be valid for a minimum of 6 months.

         Scanned cover of passport (only need one sample for each nationality).

         Flight details (temporary details are OK)/E-ticket.

         Name of the city (location of the Indonesian Embassy) where the crew will apply for visa 211.

         Health Certificate (free from COVID-19).

         Statement letter of willingness to be quarantined/receive medical treatment at their own expense or the Guarantor's.

         Statement letter of willingness to be monitored for health during the quarantine period.

         Proof of ownership of health insurance / travel insurance, and / or a statement letter stating willingness to pay independently if affected by COVID-19 while in Indonesia.

         Rapid Test is needed for E-visa application by Applicant at Immigration Checkpoint in Jakarta. PCR test is compulsory for travelers from abroad entering Indonesia, as required by the airlines.

 

Note:

         Process to obtain E-visa index B211A will take 3-5 days.

         Express visa can be applied for upon request for an extra cost.

         Cancellation fee 100% per passport applicable upon arranged LOI and telex / E-Visa index B211A.

 

Crew Sign-Off:

Crew sign off is possible as far as the crew in good health, hold health certificate, hold PCR test and Rapid test result and have available flight.

Required Vessel documents in order to arrange entry permit for your good vessel at Ministry of transportation at Jakarta prior to arrival :

1.       Ship Particular.

2.       Crew List / Passport must be valid for a minimum of 6 [six] months as from the date of entry into Indonesia.

3.       International Ship Security Certificate.

4.       International Gross Tonnage Certificate.

5.       Ship Registry Certificate.

6.       Certificate of entry ( insurance cover wreck removal ).

7.       Last PSC report.

8.       Last port 10 port of call.

9.       Manifest of total cargo onboard, copy  BL if any cargo onboard.

10.   Class cert.

11.   NEXT PORT

12.   SSO and CSO Cert.

13.   Maritime of health declaration.

14.   Crew body temperature at last 14 days.

15.   Port clearance mentioned (TBA depends on Port Call)
