Philippines Travel Restrictions for Inbound and Outbound Passengers

Updates as of 15 July 2021

Herewith is the copy of the following issuances in relation to the government guidelines for travel restrictions currently in place on India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, and Oman and additional travel restrictions on travelers from Indonesia:

1. Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) Resolution No. 126 Series of 2021 issued on 13 July 2021 re Extension of the travel restrictions currently in place on India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, and Oman until 31 July 2021.
2. Memorandum from the Executive Secretary re Imposition ofTravel Restrictions on Travelers from Indonesia issued on 14 July 2021.

Announcement made by the Bureau of Immigration of the Republic of the Philippines regarding the latest updates on The Temporary Travel Restrictions For Inbound and Outbound Passengers. 

According to the announcement, the latest updates will be effective on November 1, 2020.

In compliance with the directives from Malacañan, as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), the following shall be allowed to enter the Philippines:

1. Filipinos

2. Foreign spouse and minor children of Filipinos *~

3. Children with special needs (regardless of age) of Filipinos *~

4. Foreign parent of minor Filipinos *~

5. Foreign parent of Filipino children with special needs (regardless of age) *~

6. Accredited foreign government and international organization officials and their dependents. *

7. Foreign airline crew members

8. Foreign seafarers with 9(c) visa *

9. Foreign nationals with the following visas: *

(1) Section 13 series of Commonwealth Act No. 613, as amended

 • 13 Quota, 13(a), 13(b), 13(C), 13(d), 13(e), 13(g) visa

(2) RA 7919 visa 

(3) EO 324 visa 

(4) Native Born visa 

(5) Temporary Resident Visa relative to Section 13 of CA 613, as amended (based on Memorandum Order (MO) No. ADD-01-038/ ADD-02-015) 

(6) MCL-07-021 Permanent Resident Visa based on Section 13(a) of CA 613 under MO No. MCL-07-021

(7) EO 226 visa

(8) 47(a) 2 visa

(9) Special Investor's Resident Visa (SIRV)

10. Foreign nationals with visas issued by the following economic zones: *

(1) Aurora Pacific Economic Zone (APECO)

(2) Subic Bay Metropolitan Authority (SBMA)

* Upon compliance with the 4 IATF conditions 

~ Those without an existing valid visa (including those who previously enjoyed visa-free privileges) must apply for an entry visa at the nearest Philippine Foreign Service Post.

Additional requirements for arriving foreigners, effective on November 1, 2020

In compliance with the directives from Malacañan as recommended by the IATF-EID.

1. Must have a valid and existing visa at the time of entry;

2. With pre-booked accredited quarantine facility;

3. With pre-booked COVID-19 testing provider;

4. Subject to maximum capacity of inbound passengers as set by National Task Force for COVID-19.

Under a new policy, the Philippine government recently made a decision to allow Filipino nationals to leave the country for non-essential travel starting on October 21, 2020. In line with this decision, the Bureau of Immigration of the Republic of the Philippines also updated the requirements for outbound Filipinos.

Additional requirements for outbound Filipinos (travelling on tourist or short term/ visitor visas) *

In compliance with the directives from Malacañan as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) 

(1) Confirmed round-trip ticket;

(2) Travel and health insurance to cover travel disruptions and hospitalization in case of COVID-19 infections during their allowable period of stay abroad;

(3) BI Declaration of acknowledging the risks involved in travelling, including risk of delay in their return trip.

* Negative COVID-19 test would be prepared if required by country of destination

* Upon return, they shall follow the Guidelines of the National Task Force for Returning Overseas Filipinos
