The Department of Foreign Affairs will open all consular offices to walk-in passport applicants.
- Senior citizens: senior citizen identification card (may be accompanied by one adult)
- Pregnant applicants: proof of pregnancy (medical certificate)
- Persons with disabilities: valid PWD identification card
- Solo parents: valid solo parent identification card
- Minors aged 7 years old and below (must be accompanied by a parent or a legal guardian): original and photocopy of Philippine Statistics Authority birth certificate of the minor, additional documentary requirements if minor is not accompanied by parents
Overseas Filipino workers and seafarers with incoming or active employment abroad must present one of the following:
- valid Overseas Workers Welfare Administration E-card
- valid employment contract
- valid work visa
- seafarer’s identification and record book (SIRB)
- Eligible applicants were likewise reminded to bring proof of vaccination.
Updates on the Temporary Closure of Several Consular Offices
The Department of Foreign Affairs (DFA), through the Office of Consular Affairs (OCA), informs the public that further to its advisory dated 9 January 2022, Temporary Off-Site Passport Services (TOPS) SM Aura has also suspended operations until 20 January 2022. TOPS SMS Aura along with other Consular Offices (COs) and TOPS shall resume their operations on 21 and 26 January 2022.

10 January 2022 – The Department of Foreign Affairs informs the public that its Office of Consular Affairs (OCA), Consular Offices (COs) and Temporary Off-Site Passport Services (TOPS) sites will temporarily suspend operations from 10 to 20 January 2022 due to the steep rise in COVID-19 cases among its personnel. There will be skeleton teams at all sites while the rest of the workforce will work remotely during the temporary suspension of operations. Moreover, no passport or Apostille applications will be processed or released during this period. Operations shall resume on 21 January 2022. Kindly direct any inquiries to the Consular Office where the application was filed using the contact details provided below.

DFA-TOPS San Pedro, Laguna Now Open to Serve
DFA Consular Office: Easing Public Inconveniences in the Time of Pandemic
PARAÑAQUE CITY 23 September 2021 – With strict COVID-19-related restrictions still in place, the Department of Foreign Affairs (DFA) is hard-pressed to deliver consular services to the public while asking the public’s cooperation in making the passport application and renewal experience smoother for everyone.

Among the measures that will be undertaken is the decongestion of the Office of Consular Affairs (OCA) in Aseana Business Park by relocating the passport-releasing site to the DoubleDragon Plaza in Pasay City. Passports will be released at the site from Mondays to Fridays (except public holidays), 8:00 AM to 3:00 PM.
The Department is also gearing up for the opening of more Temporary Offsite Passport Services (TOPS) sites in the National Capital Region (NCR) and other provinces in order to relieve the pressure on OCA Aseana and its 36 consular offices nationwide.

OCA said that the long lines was due to the transfer of passport appointments to the main office in ASEANA from consular offices in the NCR that had to temporarily close for disinfection.
The situation was aggravated by the big number of applicants who were personally picking up their passports at the DFA following the severance of relations with the Department’s previous courier service provider. Over two thousand passports were rendered undeliverable due to erroneous addresses or the lack of authorization letters from applicants who were not personally present at their declared addresses. Said passports were then turned over to the DFA for release to the applicants themselves.
OCA is doing its best to serve clients in a timely manner, and there is no need to go to DFA ASEANA very early in the morning to be able to avail of consular services within the day.
Meanwhile, OCA experienced a significant reduction in its on-site personnel following a spate of COVID-19 positive cases among the members of its staff. This personnel and their close contacts within the offices were required to observe home isolation and be tested again before returning to work.
The Department requests the public’s cooperation as it strives to deliver passport services to the public while ensuring the public’s safety and health.
Temporary Closure of DFA Consular Offices in Santiago City (Robinsons Place Santiago) and in Tagum City (CO Tagum)
12 September 2021 — The Department of Foreign Affairs (DFA) advises the public that the operations of DFA Consular Office (CO) in Tagum City, located at GMall of Tagum shopping center, and DFA Consular Office (CO) in Santiago, located at Robinsons Place Santiago in Isabela, are suspended from 10-14 September 2021 and 13-17 September 2021, respectively.
Consular Offices personnel have been infected with COVID-19 and other personnel have been identified as close contacts. As such, the COs have temporarily suspended operations to conduct thorough disinfection of its premises and to comply with the isolation and quarantine guidelines imposed by the Inter-Agency Task Force (IATF) for Emerging Infectious Diseases.
Affected applicants are informed of the following:
1. CO Santiago
a. Affected applicants with supposed appointments from 13-17 September 2021 will receive an email providing them the details of their alternative passport appointment.
2. CO Tagum
a. Affected applicants with supposed appointments from 10-14 September 2021 will be given new schedules from 15-24 September 2021.

c. CO Tagum will resume its regular operations on Wednesday, 15 September 2021.

11 September 2021 — The Department of Foreign Affairs (DFA) advises the public that the operations of DFA Consular Office (CO) NCR Central, located in Robinsons Galleria, Quezon City, and DFA Consular Office (CO) in Calasiao, located at Robinsons Place Pangasinan, are suspended from 13-17 September 2021. All affected passport appointments during this period will be rescheduled at the soonest possible time.
Ten (10) CO NCR Central personnel and two (2) CO Calasiao personnel have been infected with COVID-19. While other personnel have been identified as close contacts. As such, both Consular Offices have temporarily suspended operations to conduct thorough disinfection of its premises and to comply with the isolation and quarantine guidelines imposed by the Inter-Agency Task Force for Emerging Infectious Diseases and the Department of Health.
Affected applicants for this period will receive an email providing them the details of their alternative passport appointment.

DEDICATED ONLINE APPOINTMENT SYSTEM (OAS) FOR ACTIVE OFWS AT DFA NCR CENTRAL (ROBINSONS GALLERIA - ACTIVE OFW LANE)
08 September 2021 – The Department of Foreign Affairs - Office of Consular Affairs wishes to inform the public that the Consular Office (CO) in NCR Central located at the 1st Floor Lingkod Pinoy Center Robinsons Galleria West Lane Edsa cor. Ortigas Avenue, Quezon City, has launched passport appointments for all Active Overseas Filipino Workers (OFWs) through its Online Appointment System at www.passport.gov.ph.
As the dedicated passport OFW renewal center, and in line with the demand for passport appointment slots by OFWs during the pandemic, a dedicated Online Appointment System for Active OFWs was created to address this need.
Passport applicants who are eligible to avail themselves of the facility and qualify as active OFWs must have proof of the following requirements:
- For Land-based OFWs: Valid Working Visa or Re-entry Visa;
- For Seafarers: Valid Seaman’s Book Valid Seaman’s Book with arrival stamped not more than three hundred sixty-four (364) days from the date of application; and
- Any of the following:
- Valid Overseas Workers Welfare Administration (OWWA) E-card;
- Latest OEC (Overseas Employment Certificate) receipt; and
- Latest OFW Information Sheet from POEA (Philippine Overseas Employment Administration).

Resumption of Operations of DFA’s NCR Consular Offices and TOPS Facilities during the MECQ Period (August 23 to 31, 2021)
21 August 2021. In view of the announcement of the implementation of Modified Enhanced Community Quarantine (MECQ) from 23 to 31 August 2021 in the National Capital Region, the Department of Foreign Affairs (DFA) informs the public that its Consular Offices (COs) in the NCR area and all Temporary Off-Site Passport Services (TOPS) facilities will resume operations during this period.

Applicants must follow their appointment schedule unless they receive specific advice not to do so (i.e. unforeseen closure of a specific CO/TOPS due to disinfection, mandatory quarantine, etc.).

For Applicants with emergency and urgent medical travel needs
Those with emergency and urgent medical travel needs may send an email request to cl@dfa.gov.ph with copies of their identification documents (current passport or if new applicant, a government-issued ID) and proof of their emergency travel. Possession of a flight ticket in itself is not considered urgent.
This plan of operations may be subject to revisions depending on future guidelines from the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases. The DFA will update its advisory, as necessary.
The public is urged to regularly check the Office of Consular Affairs’ website https://consular.dfa.gov.ph for updates on the operation schedules, in relation to M/ECQ and other COVID-19 pandemic-related closures.
The DFA requests the public's understanding and cooperation as it continues to limit the number of applicants allowed inside its premises at any given time, and as it implements alternate working arrangements to reduce the risks for both applicants and personnel due to continuing COVID-19 concerns.
QRS ONLINE PASSPORT DELIVERY SERVICES SUSPENDED
08 August 2021 — In view of the multiple complaints received from passport applicants who booked courier services online, about the unsatisfactory performance of courier service provider, Quick Reliable Service, Inc. or QRS, the Department of Foreign Affairs (DFA) has instructed APO Production Unit, Inc., its end-to-end-passport process provider, to immediately cease using the passport delivery services of QRS.
Starting 6:00 a.m. on Monday, 09 August, online passport applicants who are expecting a delivery from QRS may inquire on the status of their parcel with APO’s customer service center using these contact details:

Onsite passport applicants who wish to avail themselves of courier services on the day of the filing of their applications remain unaffected by the termination of QRS’ services, as LBC shall continue to provide its services to these applicants.

Temporary Suspension of Operations in DFA's NCR Consular Offices and TOPS Facilities
30 July 2021 – In view of the announcement of the implementation of Enhanced Community Quarantine (ECQ) from 06 to 20 August 2021 in the National Capital Region (NCR), the Department of Foreign Affairs (DFA) advises the public of the following:

DFA’s Passport and Apostille/Authentication Services located at the Aseana Business Park in Parañaque City will continue accepting applicants who already have confirmed appointments in DFA-Aseana between 6 to 20 August 2021. No walk-in applicants will be accepted.

Passport applicants affected by the temporary closure of DFA’s Consular Offices and TOPS facilities during this ECQ period will receive separate email advisories with regard to their new appointment schedule.
Applicants with appointments for Apostille/Authentication Services at Consular Offices in NCR (Ali Mall Cubao, SM Manila, SM Megamall, and Metro Gaisano Alabang) from 6 to 20 August 2021 will keep the original dates and times of their appointments, but will be accommodated at DFA-Aseana only.
Applicants with urgent travel and appointment needs
Those with emergency and urgent medical travel needs may send an email request to oca.cl@dfa.gov.ph with copies of their identity (current passport or if new applicant, a government-issued ID) and proof of their emergency travel. Possession of a flight ticket in itself is not considered urgent.
Applicants requesting urgent appointments for Apostille/Authentication Services may send an email to oca.authentication@dfa.gov.ph with copies of their documents to be Apostilled/authenticated, copies of their identity (current passport or valid government-issued ID) and proof of their emergency.
This plan of operations may be subject to revisions depending on guidelines from the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases without prior notice. DFA will update its advisory as may be necessary.
The public is advised to check the DFA-OCA website https://consular.dfa.gov.ph for the latest update on operation schedules, in relation to ECQ and other COVID-19 pandemic related closures.
The DFA requests the public's understanding and cooperation as it continues to limit the number of applicants allowed inside its premises at any given time to reduce the risks for both applicants and personnel due to continuing COVID-19 concerns.
Change of Appointment Schedule for CO San Nicolas, Ilocos Norte Applicants Residing Outside Ilocos Norte
30 July 2021 - In view of the representations made by the provincial government of Ilocos Norte and the imposition of MECQ status in the province from August 1 to 15, 2021 , the Department of Foreign Affairs (DFA) advises all passport applicants of the Consular Office in San Nicolas, Ilocos Norte, whose appointments fall during this period and who are coming from outside the province, not to proceed with their scheduled appointment.
During this period, CO San Nicolas will only process applicants with confirmed appointments and whose residence is within Ilocos Norte.
Affected applicants may send an email to CO San Nicolas at dfasannicolas.rescheduling@gmail.com to reschedule their appointment at a later date, when the provincial government deems it appropriate to allow the entry of non-Ilocos Norte residents to the province.

DFA Opens Additional 177,500 Appointment Slots for the Public
PASAY CITY 05 July 2021 – The DFA announced today that it is opening five (5) special off-site locations in the National Capital Region on Wednesday, 07 July to provide an additional 177,500 passport appointment slots to the public in the NCR Plus area.
Undersecretary for Civilian Security and Consular Affairs Brigido J. Dulay announced that the DFA Temporary Offsite Passport Services (TOPS) offices will open at SM Mall of Asia, SM City North Edsa, SM Aura, Robinsons Place Las Piñas, and Robinsons Place Magnolia.
“The DFA is aware of the demand for passport appointment slots during the pandemic and so we prepared a temporary expansion of our consular operations in off-site locations to address this need while maintaining health and safety protocols”, Undersecretary Dulay said.
Appointment slots for all of these five (5) TOPS may be accessed via the DFA’s online appointment system website www.passport.gov.ph, he added.
Each TOPS site has the capacity to receive 500 appointments daily and will operate from Mondays to Saturdays. With all sites operating at full capacity, a total of 177,500 additional passport appointment slots have become available until the end of September on the DFA’s online appointment system on top of the regular appointment slots at the Department’s ASEANA office and its consular offices all over the country.
Undersecretary Dulay also announced that TOPS offices are open to Courtesy Lane clients such as OFWs with valid or existing contracts, senior citizens, pregnant applicants, children below 7 years old, persons with disabilities, and solo parents. Alternatively, Courtesy Lane clients can likewise access this facility by sending an email to oca.cl@dfa.gov.ph
The DFA will open TOPS sites in other regions with a significant demand for passport appointments, according to Undersecretary Dulay. He said that with all these additional appointment slots being created, applicants should avoid patronizing enterprising groups or individuals selling passport appointment slots or offering appointment-setting assistance for a fee.
“We advise applicants to avoid falling prey to online fraudsters and scammers who are taking advantage of the situation by charging hefty fees,” Undersecretary Dulay said. He added that passport appointment slots are free of charge and are only available through the DFA’s official website.

The Office of Consular Affairs of the Department of Foreign Affairs reminds applicants who pursue passport appointments in Consular Offices outside their province of residence that they must check and comply with the health protocols and entry requirements, if any, of the province or city where the Consular Office is located.
While applicants may book passport appointments in the Consular Office most convenient to them, they are advised to check the concerned LGU’s safety and health protocols and entry regulations prior to booking an appointment to ensure that they have the proper requirements or documentation needed upon entry.
Applicants are reminded that LGUs may have stringent requirements for non-residents and they may be refused entry, and miss their appointment at the CO.
