Online One Health Pass Registration and e-Health Declaration for Arriving Passengers in the Philippines | Information and Complete Guide

BOQ's Circular on OneHealth Pass (OHP) and its official replacement with the electronic ARRIVAL CARD (eARRIVAL CARD)

Pursuant to the Bureau of Quarantine M emorandum Circular No. 2021-13 and further clarified in MC 2021-13-A, the OneHealthPass (OHP) registration shall not be a requirem ent for a passenger to board at the port of origin. The OHP registration promotes passengers’ convenienc in travel and public health screening upon arrival at Philippine airports.


This registration is free of charge to its users and the Bureau abhors those individuals and agencies that capitalize on OHP Registration.


The Bureau directs all concerned that the non-registration to OHP at the country of origin must not prevent the embarkation of passengers to their flight. Furthermore, the Bureau expects the airline operators to coordinate with their foreign counterparts to assist passengers in the OHP registration for the convenience of the latter upon their arrival here in the country. Even so, all travelers must be encouraged to fill up the OHP. 


Registration within seventy-two (72) hours prior to departure on the country of origin to avoid inconvenience upon arrival. 


In response to the IATF directive, OHP will soon be officially replaced by BOQ Electronic Health Declaration Checklist (eHDC). 


A new website is being develeoped and public will be advised on the new link once it is deployed.

The requirement to Register in the One Health Pass Platform


Effective 01 September 2021, all travelers to the Philippines will need to register in the “One Health Pass” platform.


All inbound passengers are now required to register in One Health Pass at least 3 days before the flight and accomplish the e-Health Declaration Check at least 24 hrs before the flight.


Failure to do so will be denied boarding. The airlines have been given a directive to strictly implement starting Sept 1.


“Malaking tulong po ito sa mga kababayan natin na uuwi dito sa Pilipinas. Ang purpose po talaga nito is ma-decrease po iyong inconvenience ng mga kababayan nating uuwi dito (This a big help to our fellowmen going home to the Philippines. Its purpose is to reduce the inconvenience they encounter going home),” 


Bureau of Quarantine (BOQ) Director Roberto Salvador Jr. said in Laging Handa public briefing. He said the One Health Pass is user-friendly requesting only for personal details and other information like flight details. 


Aiming for a paperless set of procedures, travelers and returning overseas Filipinos (ROFs) would need to register from their point of origin on the electronic health declaration checklist only once.


All information would be passed on to concerned government agencies such as Overseas Workers Welfare Administration, Department of Tourism, Maritime Industry Authority, Philippine Coast Guard, and Overseas Shipping Service.


The OHP and e-HDC will also be implemented for inbound travelers arriving thru our seaports.

One-Stop-Shop for Seafarers (OSS) Reminders to all LMAs 


In reference to the Meeting convened by the One-Stop-Shop for Seafarers last 06 September 2021, we are sharing with you the following reminders and requirements by the OSS which all LMAs must follow for the arrival of seafarers for your information and guidance:


For the guidance of everyone, here is the swab and release process in an ideal scenario wherein the crew was swabbed on the 5th or 7th day, as the case may be. Please note that the BoQ unified certificate is the only document that's required in order for the crew to be released from quarantine.

 

For the swab result, the lab will forward this to BoQ and should only be released to the crew at the same time as the BoQ unified certificate or after.


The BoQ unified certificate will be uploaded to the One Health Pass app.



For Philippine-vaccinated crew or vaccinated crew coming from green countries with BoQ certification:


·        Swab - 5th day


·        Release of BoQ unified certificate - 6-10pm on the 6th day


·        Check out from QF - 7th day


 

For non-vaccinated crew coming from non-restricted countries:


·        Swab - 7th day


·        Release of BoQ unified certificate- 6-10pm on the 9th day


·        Check out from QF - 10th day



For crew coming from restricted countries:


·        Swab - 7th day


·        Release of BoQ unified certificate - 6-10pm on the 13th day


·        Check out from QF - 14th day



It is very important that the crew register in OHP prior to boarding from the country of origin in compliance to BoQ memo 2021-13.


Furthermore, FirstAide e-CIF should also be accomplished before arrival or 1 day after arrival, at the latest.


Crew should pass by the FirstAide booth in NAIA or Eva Macapagal terminal to submit photocopy of their seaman's book with attestation. Failure to do so will mean delays in the process.


In order to avoid delays in swabbing, the LMAs are requested to check upon arrival of the crew if they have registered in One Health Pass, FirstAide e-CIF and if they passed by the FirstAide booth to submit their seaman's book with attestation.


If they have not done so, please advise them to comply within 1 day upon arrival.

One Health Pass Guide Before your Trip


BEFORE YOUR TRIP


1. Register for the One Health Pass (OHP) by visiting the site https://www.onehealthpass.com.ph/e-HDC/ few days before travel and note your transaction number. (For Non-OFWs and Foreign Nationals - Have a pre-booked DOT accredited Quarantine Hotel for 10 days.)


Note: For Foreigners and Non-OFWs, RT-PCR Test may be booked and paid in advance through Philippine Airport Diagnostics Laboratory (PADLAB) or may be arranged upon arrival at the Philippine airport.

2. On the day of departure, go to the same website above and with your transaction number, obtain your One Health Pass (OHP) QR Code that must be presented upon your check-in at the airport.


Important: Only QR Codes generated on the date of flight will be considered valid.

AT QUARANTINE FACILITY


1. Check into your quarantine hotel by presenting your One Health Pass (OHP) QR Code


2. On the 7th day (or 5th day, if fully vaccinated from green countries) of quarantine, present your QR code to get your swab.


3. While waiting for the swab test results, coordinate with your LGUs for additional requirements for returning overseas Filipino. (ex. airline/bus ticket, S-PASS for region 6, Letter of Coordination/Acceptance, etc.).


4. Upon receipt of a negative seab result, send ean e-mail to boq.qc1@gmail.com or helpdeskboq@gmail.com for your Quarantine Certificate.


5. Present your OHP QR Code at the reception along with the BOQ Quarantine Certificate to confirm checkout.
